Job Responsibilities
Maintains and enhances the GIS Program for emergency management personnel with critical decision-making authority.Designs and implements user applications for geographic information systems (GIS) which supports the Division, the State Emergency Response Team (SERT), and county emergency management. Coordinates multi-agency efforts in maintaining current/consistent data and modeling trends. Updates current data and maintains comprehensive SDE-databases composed of emergency management related areas such as infrastructure, demographics, hydrology, etc. and publishes new REST services to feed GIS applications as required. Acquires new data through participation in outside GIS users' groups and development of new data sharing partnerships with local agencies. Provides imagery products as requested. Create/maintains GIS hard copy maps and digital applications using Esri software packages including ArcPro and ArcGIS Online applications with Business Analyst. Maintain and update the GIS Hub site for the public and emergency management partners. In coordination with the Risk Analyst, conducts risk and vulnerability assessments for natural/man-made hazards. Assist with Hazus modeling for multiple hazards for use in planning, training, exercise, and disaster response. Serves as SCEMD's GIS technical expert for the division's Common Operating Picture (PalmettoEOC) initiative. Develops ways to integrate existing systems with GIS. Assists other sections with GIS requirements, maintains ArcGIS Online user accounts, and conducts regular EMD GIS user training. Serves as a technical supervisor to the Hazard Mitigation GIS Planner, providing training, feedback, and GIS workload management. Manages GIS projects to conform to budget and schedule constraints. Recommends and manages the implementation of new technological developments. In conjunction with IT staff, oversees system installation, configuration, networking, and maintenance. Provide assistance in support of the GIS server and database infrastructure. Maintains application software programs. Serves as an adviser on technical aspects of GIS implementation. During emergencies, coordinate the acquisition of new imagery, manage imagery analysis, and produce imagery products. Serves in the SEOC during exercises, emergencies and disasters as assigned to provide GIS assistance, maps, and applications to the SEOC staff and Command Group. Maintains the two SCEMD Plotters.
Minimum and Additional Requirements
A bachelor's degree in geography or related field and work experience in the development and maintenance of geographic information systems; or an associate degree in geography or a related field and expert-level work experience in the development and maintenance of geographic information systems.
Preferred Qualifications
South Carolina Certified Emergency Manager certification preferred or will seek to complete within three years.
Additional Comments
Must possess knowledge of spatial analysis and cartography, graphic hardware and GIS software applicable to emergency management, including radiological, natural hazards and industrial site/transportation incidents. Must be skilled in the operation of GIS hardware and software. Must possess the ability to prepare analytical and concise maps, tables, reports, plans and oral presentations. Must be able to conduct meetings and briefings in a clear concise manner. Periodic and overnight travel will be required while participating in conferences, seminars, and training courses. Will be required to serve in the Emergency Operations Center during activation on assigned shift. Job requires exerting up to 30 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or a negligible amount of force constantly to move objects. Ability to work around others while driving, sitting, standing, and stooping occasionally. A resume will not be accepted in lieu of an online South Carolina State Employment Application.
