Description
The GIS and Asset Management Technician plays a fundamental role in the Public Works Department. The position develops and maintains the ESRI GIS based software platform, field collects and inputs GPS data into GIS, configures, maintains, and operates the Tyler Enterprise Asset Management (EAM) system, and provides training, guidance, and technical assistance to other City employees.
Essential Duties and Responsibilities
Maintains and improves the availability and accuracy of public and private storm drainage, sanitary sewer, waterworks, and street system data in the City's geographic information system (GIS) database.
Develops customized utility maps, views, and coverages. Maintains information databases by establishing, collecting, and updating data to ensure the integrity and accuracy of information.
Prepares and administers electronic and hardcopy of records for the creation and retirement of information. Prepares and presents graphic presentations (e.g., posters, large format photography and reproductions, matrices, charts, graphs, spreadsheets, tables, and timelines) to improve information presentation, and comprehension.
Researches and collects GIS system data using GPS field surveying equipment and updates applicable utility layers.
Meet with local agencies, other City departments, and outside organizations to discuss GIS data issues and the relationship of the GIS to other operations, systems, and programs. Collaborate with other agencies on obtaining accurate and complete information to maximize City data sets.
Coordinate with the contract GIS Administrator and the City's Information Technology (IT) Division to perform system management functions including software installations, version upgrades, licensing of users, and configuration management.
Provides project management for the development of GIS related projects from inception to completion, including databases as needed to support goals, understanding and interpreting scope, and objectives for projects.
Maintain and manage the City's GIS data warehouse; establishing standards for, and ensuring the integrity, quality, and accuracy of content and structure of databases.
Attends meetings, conferences, workshops and training sessions and reviews publications to become and remain current on principles, practices, and developments in GIS and Asset Management systems.
Responds to residents' questions and comments with a customer service focus.
Provides office design support for environmental, water, sewer, street, storm, and other public works projects and programs, ensuring technical competence and compliance with all current codes and criteria.
Coordinates the preparation of, or develops, reviews, and updates the water, wastewater, storm drainage, and street system maps, and comprehensive plans.
Assists in fieldwork as required by various Engineering Division projects.
Assists other City personnel in public works design, construction, and inspection tasks.
Maintains the archival and retrieval of City "as-built" construction plans, easements, right-of-way dedications, plats, and other recorded information.
Maintains the archival and retrieval of a variety of City equipment operations and maintenance manuals, shop drawings, schematics, regular maintenance, and emergency standard operating procedures.
Establishes and maintains Asset Management data and pertinent records; prepares statistical and narrative reports to assist the fleet and utility departments in asset grouping, routine and preventative maintenance scheduling, replacement schedules, activity-based costing, task management, historical trend analysis of works orders, and other reports as needed; tracks and closes out service requests and work orders as needed.
Conducts a variety of Asset Management analytical and operations studies regarding departmental and programmatic activities; research, develops and writes a variety of reports, conducts research, analyzes findings, and presents recommendations.
Qualifications/Requirements
QUALIFICATIONS:

EDUCATION AND EXPERIENCE:
Experience: Two years of relevant experience in the regular operation of GIS programs and familiarity with the configuration and operation of Asset Management software systems. Familiarity in the operation of GPS survey equipment.
Education: An Associate or Bachelor of Science degree in GIS, Geography, Environmental Studies, Computer Science, Engineering, Urban Planning, or related field.
CERTIFICATES, LICENSES, REGISTRATIONS:
Employee must possess a valid Washington State Driver's Licenses within 30 days from the date of hire. Must be able to obtain or possess certification in ESRI GIS Fundamentals and ArcGIS Pro Foundation, or approved equals.
OTHER SKILLS and ABILITIES:
Expert knowledge of industry standard GIS software and/or cloud-based applications.
Knowledge of Asset Management software systems for fleet operations, water, sewer, storm drainage, and street assets.
Demonstrated proficiency in the use of a personal computer, Microsoft Office software, Adobe Acrobat, and AutoCAD.
Ability to establish and maintain positive and cooperative working relationships with City staff, other organizations, officials, and the public with a customer service focus.
Ability to understand and follow written and oral directions.
Ability to prepare, organize and maintain computer drawing files and data, reports, and systems.
Track time-sensitive projects and assignments to ensure timely completion.
Work Environment

Insurance Benefits

Retirement and Deferred Compensation
City of Shelton Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs.
Employees also have the ability to participate in a deferred compensation program with a 6.2% match. This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
Social Security
City of Shelton employees are only covered by the Medicare portion of Social Security.
Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.
Holidays
Full-time and part-time employees are entitled to 11 paid holidays and 2 paid personal floating holidays per calendar year.
Note: Employees who are members of certain Unions may be entitled to additional personal leave days.
Sick Leave
Full-time employees earn 8 hours of sick leave per month. Sick leave accruals for part-time employees will be pro-rated based on the number of hours in pay status.
Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in City Policy 200-1501 per this schedule:

Part-time employees accrue pro-rated vacation leave hours based on their scheduled hours worked.
Military Leave
The City of Shelton supports members of the armed forces with 21 days paid military leave per year.
Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
