[DNRC Logo.jpg] Work Unit Overview: The DNRC Office of Information Technology (OIT), which is part of the Director's Office Central Services Division of DNRC, provides quality, cost-effective information technology for DNRC to fulfill its mission to ensure Montana's land and water resources provide benefits for present and future generations. OIT provides network and client support, data applications and operations management, GIS development services, as well as coordinating department operations with the State Information Technology Services Division. Job Overview: This position can be located in either Missoula or Helena, MT. It reports to the Deputy CIO. The Agency GIS Manager is responsible for the continued development and implementation of an agency-wide comprehensive geospatial strategy. This position plays an essential role in cross-functional coordination to ensure the seamless integration of GIS technologies throughout agency operations. This position facilitates structured collaboration within a network of agency GIS technical leads, program working groups, and external stakeholders to leverage spatial information as an essential component of informed decision-making processes. Additionally, this position oversees the agency's GIS governance framework including applicable policies, procedures, best practices, data standards, training resources, software licensing administration, and assists in defining roles and responsibilities of GIS staff resources throughout the agency to align GIS efforts with the strategic objectives of the organization. This position is closely aligned with the Montana Geospatial Information Advisory Council (MGIAC) and actively participates in the Montana state government GIS Community of Interest. Essential Functions (Major Duties or Responsibilities): /These job functions are the essential duties of the position and are not all-inclusive of all the duties that may be assigned to the incumbent./ Staff Management * Manage employee development through maintenance of current job profiles, career plans, and employee assessment strategies for all section personnel. * Mentor and coach employees. * Manage employees' performance by ensuring they understand expectations; have the tools, abilities, and knowledge to successfully perform their jobs; modeling desired behaviors, and identifying and resolving inadequate performance quickly and at the lowest possible level through counseling, developing improvement plans, and, if necessary, the discipline process. * Ensure continuous flow of communications from higher-level managers to employees and back to managers. * Manage the section work distribution and ensure adequate staffing. * Run recruitment and selection efforts for the section. * Ensure succession plans are developed and maintained for the section. * Manage timekeeping activities, including reviewing and approving employee timesheets and vacation, sick, and compensatory leave. Functional Management * Lead by clearly communicating the section's goals and objectives and how each contributes to DNRC's and OIT's mission. * Ensure continual improvement of all services and processes. * Establish standards and procedures for section operations and methods to measure effectiveness. * Communicate and coordinate with other DNRC and OIT units. * Communicate and negotiate with customers and stakeholders. * Manage internal and external conflicts. * Act as a subject matter expert and advise when needed. * Research industry trends and best practices and implement as appropriate. * Serve on committees, task forces, or project teams as directed. Travel to various DNRC facilities across the state as needed to support operational requirements. Technical Management and GIS Coordination * Develop long-term objectives and plans for GIS implementation aligned with organizational goals and priorities. * Provide training and professional development opportunities to staff members and stakeholders to enhance their GIS skills and knowledge, and promoting a culture of GIS awareness and competency within the organization. * Oversee and support GIS application development and infrastructure design. * Manage the design, development, deployment, monitoring, maintenance, and support of GIS applications developed in-house and/or with external contractors, as well as commercial off-the-shelf products; manage and oversee contracts and activities performed by 3rd party vendors or external business analysts and GIS developers; ensure GIS projects are coordinated across the agency to provide for efficiency and interoperability. * Identify agency and end-user requirements, goals and constraints; recommend technical and process solutions; develop GIS application specifications; supervise implementation; manage day-to-day operations. * Working closely with OIT, ensure GIS systems are designed and managed following industry best practices for accuracy, consistency, durability, availability, scalability, and security. * Provide guidance and leadership in the development of GIS architecture, data management, development processes, coding, testing, documentation, change and release management, migration of GIS applications to the production environment, security, and maintenance standards. * Coordinate and lead GIS initiatives across DNRC divisions and with external State and Federal agencies. * Assist with strategic planning across programs, divisions, and the State; coordinate and assist with the development and implementation of policies and procedures in collaboration with DNRC OIT. * Serve as an interface between functional users and technical resources, coordinating with technical resources to resolve system problems or recommend enhancements. Fiscal and Infrastructure Management * Manage the section's budget and infrastructure. * Monitor expenditures against the budget on a regular basis. * Identify and resolve potential budgetary and infrastructural issues. * Develop budgetary requests to support section functional goals. * Supervise the development of detailed project plans and monitor implementation for compliance with project management best practices to ensure projects are completed within scope, schedule, and budget constraints. Other Duties-This position performs a variety of other duties in support of ongoing Division and Department operations. This includes representing the Division or Department at various meetings and conferences and participating in ongoing training and educational programs. Stays informed about emerging technologies and innovations in GIS technologies and undertakes additional tasks as assigned by the Deputy CIO. APPLICATION AND SELECTION PROCESS:?
