POSITION SUMMARY
Under the general supervision of the Geospatial Information Services Manager, this position performs a variety of routine to moderately difficult technical duties in maintaining and supporting the Authority's enterprise-wide Geographic Information System (GIS). This includes creating and maintaining a variety of GIS data using Esri's ArcGIS software suite. Other responsibilities include researching a variety of source documents to verify data accuracy and completeness as well as providing technical support for GIS-related software and hardware.
ESSENTIAL DUTIES AND RESPONSIBILITIES
1. Creates and maintains geospatial data with a focus on utility data for water and wastewater.
2. Plans, coordinates, and participates in field data collection using GPS and other mobile devices.
3. Researches source documents such as cadastral maps, legal descriptions, permits, as-built drawings, and other records to verify the accuracy and completeness of data prior to conversion into GIS data format.
4. Interprets and converts information such as legal descriptions, plans, and profiles from source documents including plats and record drawings into GIS data format.
5. Performs quality control checks of own work to ensure accuracy and completeness of data and adherence to established procedures and guidelines.
6. Installs, modifies, and makes repairs to GIS-related hardware and software systems.
7. Provides technical support to the Authority's staff in the use of GIS-related and integrated programs to accomplish and support inter-departmental projects and programs.
8. Prepares maps and reports in response to information requests.
9. Adheres to departmental, personnel, and safety policies and procedures.
10. Stay abreast of developments in the geospatial fields.
11. Assists with special projects and studies as needed.
WORK LEADERSHIP RESPONSIBILITIES
This position does not regularly provide work leadership or full personnel management to any employees.
FINANCIAL RESPONSIBILITY
No significant financial responsibilities.
EDUCATION
A Bachelor's degree from an accredited college or university with a major in Geographic Information Science, Geography, Planning, Computer Science, or a closely related field requiring equivalent coursework in Geographic Information Systems.
In lieu of a Bachelor's degree, one must have an Associate's Degree in a field requiring at least 18 units of equivalent coursework in Geographic Information Systems.
EXPERIENCE
One (1) year of experience using GIS software in a professional environment or at least two (2) years of experience using GIS software in an academic setting. Professional experience that falls short of one year may be augmented by academic experience for a combined total of at least two years of experience.
CERTIFICATES, LICENSES, REGISTRATIONS
Valid Texas Driver's License. The following certifications are desired but not a requirement: CompTIA Security+ or equivalent
KNOWLEDGE
• Proficiency with ESRI's ArcGIS software suite.
• Knowledge of the design, development, and manipulation of GIS data
• General knowledge of using Global Positioning Systems (GPS) technology, to collect data for a GIS database
• Use of office productivity software such as Microsoft Word and Microsoft Excel
• Knowledge of research and technical support techniques.
• Knowledge of utility networks such as those in the industries of water, wastewater, electric or oil and gas is desirable

• Proficient at resolving customer complaints and concerns.
• Ability to read and interpret construction and as-built plans.
• Ability to read and interpret data from surveyors and engineers.

Receives ongoing detailed supervision and standard procedures. Follows standard procedures and/or detailed instructions for each task or assignment; any situation that calls for something different is referred to a supervisor or more senior position.
WORKING CONDITIONS
Most duties are carried out in an office environment but may include field work, possibly under inclement weather.

Office machines including personal computer equipment, computer peripheral devices such as large format plotters, GPS devices, and business and productivity software.
