Job description

The incumbent serves as the Senior Commissioning Engineer within the Consulting Support Service (CSS), Office of the Deputy Executive Director (ODED), Office of Construction & Facilities Management (CFM), Office of Acquisition, Logistics, and Construction (OALC), Department of Veterans Affairs (DVA) in Washington, DC. Consulting Support Office supports all components of the Department of Veterans Affairs nationwide including professionals within CFM and offices external to CFM.

Qualifications: To qualify for this position, applicants must meet all requirements by the closing date of this announcement.
You may qualify based on your education AND experience, as described below:
  • Professional Engineering (PE) License for this position is highly preferred. A LEED Accredited Professional (AP) credential is preferred, as is a certification in building commissioning by a nationally recognized commissioning-related organization such as ACG, AEE, ASHRAE, BCxA, or NEBB. [NOTE: Please submit a copy of the active PE license and other relevant industry certifications as applicable].
Basic Education Requirement:
Degree: Professional Engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statistics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Combination of education and experience. College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: Professional registration, Written Test, Specified academic courses or Related curriculum.
In addition to the basic requirements listed above, applicants must also meet specialized experience for the GS-13 level:
Specialized Experience GS-13/14: You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. To qualify at the GS-13 level, applicants must have 52 weeks of specialized experience equivalent to at least the GS-12 level in Federal Service. To qualify at the GS-14 level, applicants must have 52 weeks of specialized experience equivalent to at least the GS-13 level in Federal Service. Examples of specialized experience include: Experience developing specifications and performance requirements for building commissioning services; expertise providing building commissioning services for mission critical facilities such as hospitals, research facilities, and central utility plants; experience providing LEED Enhanced Commissioning services in design phase through occupancy, contributing to LEED certification; experience in a technical role on a team with a contract deliverable conforming to General Commissioning Requirements Specification; experience performing Building Energy Modeling, building controls systems design, or performance-based service contracting for buildings; experience applying concepts of building science to design, construction, commissioning, and/or operation of complex facilities; experience managing or performing operational diagnostics for mechanical, electrical, controls, and/or building envelope systems; experience evaluating design documentation for constructability and systems drawings for long-term system serviceability; experience providing technical service on complex projects with differing project delivery methods, e.g. Design-Bid-Build and Design-Build; experience establishing project stakeholder responsibilities and developing workgroup covenants; experience facilitating collaborative building commissioning processes for complex facilities; and experience developing cross-disciplinary building design and construction solutions to problems in complex facilities. [Note: Evidence of these specialized experience must be supported by detailed documentation of like duties performed in positions held on your resume].

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-XX. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position A transcript must be submitted with your application if you are basing all or part of your qualifications on education.
There is no educational substitution for the at either grade level.
