General Counsel

Horizon Farm Credit seeks a motivated General Counsel reporting to our Chief Risk Officer. Our ideal candidate is an experienced, pragmatic, organized, and a detail-oriented attorney with exemplary legal and people skills. Significant experience within the financial sector and the ability to prioritize key issues is a big plus for this role.

Overview

Horizon Farm Credit covers the following geographic region, including Delaware, Maryland, Pennsylvania, Virginia, and West Virginia. This position offers flexibility and a hybrid work schedule.

The individual in this position will attend board, senior management and certain committee meetings, provide legal review of and direction on policy and procedures, particularly in certain governance-related areas, and direct and supervise all legal aspects of transactional, litigation and regulatory matters across a wide range of business units for the benefit of the Association. This position will also work to provide legal solutions that assist the Association's teams in achieving their business goals and objectives that are consistently of the highest quality and integrity.

Additional responsibilities include, but are not limited to:

• Manage and coordinate outside counsel and representation for the Association.
• Evaluate outside counsel's ability to provide services within their practice areas, develop and maintain an approved counsel list.
• Provide legal oversight of issues related to contracts, agreements and related matters.
• Provide guidance and instruction to the credit staff on legal matters such as title insurance, easements, powers of attorney, legal entity documentation and other matters related to the lending function of the association.
• Collaborate with the Compliance Officer and other business unit leaders to ensure compliance with all FCA regulations, state law, consumer lending laws and regulations and Bank/ACA policies and procedures.
• Provides relevant training to Association staff
• Support Farm Credit System initiatives via appropriate channels.

Minimum Qualifications

• Graduation from a law school with a JD or LLB degree
• Generally, minimum of 8-10 years of law practice
• Completion of bar examination and qualified to practice law in at least one of the following states: Delaware, Maryland Pennsylvania, Virginia, West Virginia.
• Travel to/from Horizon, or other Farm Credit institution offices, or other locations as deemed necessary.

Preferred Qualifications

• Significant experience in a lending or financial services company or extensive legal work for those types of clients.
• A background in one or more of the following: Creditor's rights, consumer lending compliance, and/or employment litigation is a plus
• Knowledgeable in real estate law, commercial law, the Uniform Commercial Code, and Federal and State Banking law
• Ability to quickly review and summarize for non-attorneys relevant statutes, regulations and/or case law.
• Strong business instincts and acumen
• Polished presentation skills
• Excellent organizational skills and attention to detail
• Strong interpersonal and communication skills
• Demonstrated ability to manage competing priorities for multiple stakeholders and to manage client relationships without undue supervision.
• Experience and enthusiasm to build a team, work cross-functionally, cultivate strong relationships with business partners
