CRS (Community Rating System)- Coordinates with City's Floodplain Administrator, FEMA, and ISO/CRS Specialist.
- Plans and implements CRS activities and maintains CRS activity records for verification visits.
- Public Education and Outreach.
- Project Manager for the Inundation maps for the city.
- Ensures flood protection projects and drainage system maintenance activities are documented and comply with federal environmental and historic preservation requirements.
- Responds to Floodplain information inquires.
FWS (Flood Warning System)
- Monitor water level and rain gauges at low-water crossings, road-side flashers, and dedicated weather stations (Specialized telemetry and software are used to acquire the data and issue text and email alarms to emergency responders). Generate and maintain simple to complex reports for monitoring of the flood warning system.
- Being responsible for the upkeep and operation of the flood warning system and administration of website.
- Manage contract for bi-annual inspection and maintenance with outside vendor.
- Field work outdoors to diagnose and troubleshoot sensors, data loggers, radios, and other flood warning components.
- Public Education and Outreach.
- Occasionally work outside normal business hours during weather events and special situations.
- All other duties as assigned by a supervisor/manager within your department/division.
- Education: Work requires professional level of knowledge of a discipline equivalent to that which is acquired in a bachelor's degree-level of study. Four (4) years of relevant experience may be substituted for a degree. Any combination of equivalent to experience that would provide the required knowledge, skills, and abilities may qualify such as:
- Work that requires specialized knowledge in a professional, science, or technical field.
- Knowledge of FEMA's National Flood Insurance Program, Community Rating System and Hazard Mitigation Grant Program; flood mitigation techniques and applications; elevation certificates; risk map revisions; letters of map change; knowledge of flood insurance.
- Incident Management classes such as ICS 100-400, 700, 800.
- Any classes pertaining to NFIP, CRS, flood warning systems, dams, and levees.
- General construction/development regulations; technical document review; public speaking; GIS (ArcMap).
- Skills analyzing data to diagnose and resolve problems from systems and networks.
- Outdoor field experience inspecting and trouble-shooting flood warning or similar equipment, proficient with Flood Warning Data systems, experience with Contrail software and advanced Excel skills are a plus.
- Experience:Thee (3) to five (5) years of experience in a professional, science, or technical field.
- Licenses: Valid Driver's License required
- Certifications Required: CFM (Certified Floodplain Manager) and State of Texas CEM (Certified Emergency Manager) or ability to obtain within 12 months of employment.
