Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
To be minimally eligible/qualified for the Readiness Program you must have at least a fully successful or higher on your current annual performance appraisal and at least one year of specialized experience in your current position and/or position previously held on a temporary or permanent basis which must be equivalent to the next lower level pay band in the normal line of progression for leadership readiness position to which you are applying. A developmental assignment involving a temporary promotion will require the candidate to meet the specific qualifications for that position.
To be qualified for this Privacy, Governmental Liaison and Disclosure (PGLD) Frontline Manager Readiness Program your permanent position of record must be within the PGLD organization.
Candidates not meeting the PGLD Frontline Leadership Readiness Program requirements at the end of the first year may be extended in the program for up to an additional year to complete the necessary training/development activities.
Candidates will remain in their current position and post of duty during their participation in the program. During the 12 month program, candidates whose performance and progress do not merit continuing in the program will be released from the program.
AND

  • BASIC REQUIREMENTS (LEADERSHIP DEVELOPMENT PROGRAM) IR-4 Level: To be minimally eligible/qualified for the leadership program you must have at least a fully successful or higher on your current annual performance appraisal and at least one year as a GS-8 and/or a position previously held on a temporary or permanent basis which must be equivalent to the next lower level pay band in the normal line of progression.
  • BASIC REQUIREMENTS (LEADERSHIP DEVELOPMENT PROGRAM) IR-5 Level: To be minimally eligible/qualified for the leadership program you must have at least a fully successful or higher on your current annual performance appraisal and at least one year as a GS-8 and/or a position previously held on a temporary or permanent basis which must be equivalent to the next lower level pay band in the normal line of progression.
  • BASIC REQUIREMENTS (LEADERSHIP DEVELOPMENT PROGRAM) IR-7 Level: To be minimally eligible/qualified for the leadership program you must have at least a fully successful or higher on your current annual performance appraisal and at least one year as a GS-8 and/or a position previously held on a temporary or permanent basis which must be equivalent to the next lower level pay band in the normal line of progression.


TEMPORARY DEVELOPMENT ASSIGNMENT (PROMOTION) WHILE IN THE READINESS PROGRAM:
To be qualified for a temporary development assignment (promotion) to a Front-Line manager position, while in the Readiness Program, your experience should be sufficient to demonstrate:

  • Experience with management techniques, methods, theories, principles and labor relations concepts, to assure optimum utilization of personnel, equipment and space for the accomplishment of all program objectives with combined technical and administrative oversight.
  • Experience applying regulations, other official guidance and principles, including the latest procedures and techniques sufficient to oversee the planning, development and implementation of the technical aspects of programs specific to the position being filled;
  • Experience applying basic budget management principles and practices (i.e. ability to maintain and manage financial resources);
  • Experience applying communicative techniques to effectively and diplomatically interact with internal and external customers.

AND
TIME AFTER COMPETITIVE APPOINTMENT:
By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens" or Status applicants.

Education: A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. An official transcript will be required if you are selected. If the position has specific education requirements and you currently hold, or have previously held, a position in the same job series with the IRS, there is no need to submit a transcript or equivalent at this time. Applicants are encouraged, but are not required, to submit an SF-50 documenting experience in a specific series.

FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program.
