Under the assigned Director of Programs, the Foster Care Licensing Supervisor is responsible for the supervision of the licensing team and delivery of services in assigned program in accordance to program guidelines.
Essential Duties and Responsibilities
- Manage, develop, and train the licensing team, while providing weekly supervision;
- Build a cohesive team and maintain positive employee morale;
- Review all written documents generated by staff
- Ensure that the required documents are in case file
- Participate in various collateral and community groups to promote agency programs and to network with the community, creating community linkages and opportunities.
- Complete various outcomes reports as required
- Participate in required meetings and trainings with funding source
- Provide staff with training, education, ongoing supervision, and support
- Ensure adherence to contractual obligations with the funding source
- Handle client, staff, caretaker, and/or collateral complaints and grievances
- Conduct regular unit meetings with staff
- Participate in agency management meetings and work groups
- Assist CQI in the development of agency documentation to enhance programming and to meet the requirements of the funding source policies and procedures
- Work to ensure quality of service and the achievement of program outcome goals
- Oversee the operations of the employee selection, training, and orientation processes;
- Manage the intake and referral process within the program;
- Stay abreast of all agency, federal, and state regulatory requirements related to Foster Care, Licensing, and State Adoption;
- Provide direct service in the absence of assigned staff
- Manage a 24-hour response system, which may be for referral intake and/or placement needs
- Ensure adequate client contact is maintained in accordance with specific program guidelines and the minimum required contact hours are achieved each month
- Ensure staff at all levels are closely monitoring child and client safety and are appropriately responsive to any situation posing a risk to, or by, a client
- Complete and submit performance appraisals in a timely manner
- Maintain a positive organizational culture

Qualifications
Education
- MSW/MA degree or related
Experience
- 5+ years of child welfare experience required
- 2+ years of direct work as a Foster Care Licensing Representative preferred
Licensure
- CWEL, CANS, CERAP, 402 Child Care Act required
Other
- Valid driver's license and acceptable driving record with OHU required levels of coverage for auto insurance; position is located in the Champaign or Charleston office

Physical Demands & Work Environment
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. The position requires visual and auditory acuity within professionally determined normal ranges, with correction if need; and manual dexterity sufficient to operate a computer and office equipment, including, but not limited to, the telephone, computer, and copier. The employee is occasionally required to move items up to 50 pounds. The employee works in varied residential environments based on assigned caseload and may encounter unpredictable clients. While performing the duties of this position, the employee travels by automobile and is exposed to changing weather conditions. The employee must be able to enter and exit a vehicle or a building without assistance. While performing the duties of this job, the employee may frequently drive an automobile, taking clients to appointments, in the local and regional area. Occasionally, travel is outside the local area and overnight
