Douglas County Public Works - Fleet Division
Full time position available with competitive full-family benefit package, PERS/OPSRP retirement and availability of deferred compensation retirement savings.

Onsite (Courthouse complex) childcare available at a discounted employee rate through Roseburg Professional Childcare (Fowler St. location only). Availability is subject to center waitlist. This position is eligible for representation by the TEAMSTERS LOCAL UNION No. 223
Job Summary:
This position performs duties as heavy-duty mobile mechanic in areas of highly skilled and specialized diagnostic, electrical, machinist, maintenance and major mechanical repairs and preventative maintenance work on a wide variety of automobiles, trucks, machinery and equipment; and, performs skilled welding duties related to the design, fabrication, and repair of construction and maintenance equipment. Performs skilled technical and specialized equipment maintenance and repair functions in a highly independent manner outside the immediate proximity of a supervisor and frequently works in outdoor elements.

  • Diagnose equipment problems, inspect, repair, rebuild, overhaul, maintain and test a variety of heavy road maintenance equipment, such as: tractors, trucks, rollers, graders, air compressors, compactors, excavators, dozers, specialty road equipment, etc.
  • Inspect equipment for malfunctions, wear or damage; independently determine whether to hold equipment or return to service; notify fleet supervisor of findings. Provide written or oral explanation, if requested. Identify cause of defects and perform precision and timely repairs and/or adjustments and at times in the field. Diagnose equipment for malfunctions utilizing electronic diagnostic tools. Use electronic tools to set or change parameters on on-board computers; print equipment analysis reports.
  • May assist shop mechanics, when so directed, with repair, service, or overhaul of any type of equipment, and with all other shop mechanic duties.
  • Operate and test equipment and attachments for proper operation when maintenance, repairs or adjustments are completed. Notify fleet supervisor to contact customer when work is completed.
  • Perform advanced welding methods on equipment and attachments. Fabricate, replace, and modify steel, plastic, aluminum and fiberglass parts on various equipment.
  • Create work orders on equipment and maintain accurate records using automated system, utilizing proper task codes. Accurately record comments regarding work or condition of equipment. Research equipment files to determine prior maintenance and repair history. Provide information to Fleet Supervisor and customer as required.
  • Operate in a safe and efficient manner, various hand, air and specialty tools, machinery, equipment, and personal protection equipment. Inspect, maintain, and repair tools, equipment and machinery as necessary.
  • Maintain clean and organized work area. Assist in building, grounds or facility maintenance, including locking and unlocking facilities as needed. Participate and assist in reduction of operational costs through efficient and reasonable usage of utilities and supplies.
  • Utilize training, other agencies, vendors, manufacturers and trade publications as resources to stay up to date on technical procedures and materials.
  • Provide technical aid and training to other technicians as required.
MINIMUM QUALIFICATIONS:

Any equivalent combination of education and experience, which demonstrates the knowledge, skills and abilities required, will be considered. however, the following is preferred.
  • High School diploma or equivalent plus a minimum of six (6) years progressive experience diagnosing, inspecting, repairing and maintenance of equipment which includes mechanical and electrical repair to gasoline, diesel, hydraulic, electrical and air-powered equipment and attachments.
Experience and training should be a combination of experience and training as an apprentice and as a journey-level heavy duty mechanic, in a heavy equipment dealership or as an advanced heavy duty mechanic
Desirable qualifications: Completion of a training program at a postsecondary institution, Automotive Service Excellence certificates, or factory training certificates; welding and fabricating experience. Experience as field mechanic or equivalent.
Required:
  • Oregon Class A Commercial driver's license with air brake endorsement
  • Regular and consistent attendance
Knowledge of: Thorough knowledge of standard practices, materials and methods used in preventative maintenance, mechanical and electrical repair and lubrication on gasoline, diesel, hydraulic, electrical and air powered equipment and attachments; thorough knowledge of principles, techniques and terminology used in industry for diagnostics, preventative maintenance, lubrication, mechanical and electrical repair; considerable knowledge of practices, materials and methods used in fabrication and welding; thorough knowledge of the occupational hazards and safety precautions and guidelines of the trade. Skill in: Use and care of hand, air and specialty tools, machinery, electronic diagnostic tools and related equipment of the trade; operating required vehicles and equipment; operate field truck with its tools and specialty components; processing information on computerized equipment. Ability to: Communicate effectively in both oral and written forms; inspect, diagnose and repair equipment and components for wear, malfunctions, damage and perform preventative maintenance, mechanical and electrical repairs; work independently and manage time efficiently; perform work according to industry standards for labor and materials; make decisions independently in accordance with established policies and procedures, recommend new policy and procedures when applicable, and use initiative and judgment in completing tasks and responsibilities; utilize problem identification and resolution techniques; remain calm and use good judgment during confrontational or high pressure situations; courteously meet and deal effectively with other employees, agency representatives, vendors and the public.
Driving Record: A current copy of your Court Print Driving Record must be attached to your application in order to be considered for this position. A Court Print Driving Record is obtained from the DMV and may take 5 - 7 days for delivery, longer for out-of-state. Finalist(s) for this position will be made an offer of employment, contingent upon review and approval of driving record. An unacceptable driving record for employment is defined in the Douglas County Driver Policy Standard Operation of Vehicles #5.

While not part of initial applicant screening, the finalist for this position may be required to pass a criminal history backgroundcheck as part of a contingent offer of employment.
Employment is contingent upon a pre-employment drug screen. Presence of non-prescribed drugs, including marijuana, on drug screen results will result in disqualification pursuant to the County's drug and alcohol policy. To determine if physically qualified to perform the essential functions, employment offer is conditional upon satisfactory results of a post-offer medical and hearing exam conducted at county expense.
