Job Description
The Alaska Department of Fish and Game, Division of Sport Fish HQ Access Program is recruiting for a Fishery Biologist 3 located in Anchorage!
What you will be doing:
The position plans, develops, coordinates, implements, and evaluates the Sport Fish Division's Recreational Boating and Sport Fishing Access program for all regions within the state, and in doing so, assists with the management of approximately $3-$5 million in annual Sport Fish Restoration/Dingell-Johnson (SFR) and Wallop-Breaux (Boating Access) program funds received from the U.S. Fish and Wildlife Service, Wildlife and Sport Fish Restoration (WSFR) program.
The position serves as a member of the multi-disciplined headquarters team, and provides guidance and program expertise to the Division Leadership Team as well as statewide staff working within each of the division's core services including: Fisheries Management; Fisheries Research; Fisheries Enhancement; Fish Habitat; Communications and Outreach; and Internal Operations.
The incumbent must be a critical thinker and effective communicator who is comfortable working both independently and in collaborative team environments, and will possess a familiarity with fisheries research and management principles, recreational boating access project design and construction, as well as considerable knowledge of state and federal regulations, rules, policies and other guidance that govern the SFR programs and the associated administrative support processes.

To contribute towards the division successfully achieving its mission and values, the incumbent will:
  1. Assist with coordinating improvements to recreational boating and sport fishing access throughout the state by constructing or renovating; boat launch ramps, parking areas and roads, restrooms, trails, foot bridges, floating boat docks, marine structures, and other related facilities that may involve complex environmental or cultural resource compliance issues; with recognition that projects are highly visible to the public and can have significant economic and social impacts.
  2. Establish and maintain cooperative working relationships with a wide range of local, state, and federal agency personnel involved with management of fishery and recreational boating access issues; and serve as the secondary liaison between the division and federal Wildlife and Sport Fish Restoration (WSFR) program staff by developing professional relationships with the division's personnel statewide in order to guide and assist with the development, review, and submission of annual boating and non-boating angler access grant agreements and reporting requirements.
  3. Assist with preparation, managing, and monitoring the annual operating and capital Statewide Access Program budget ($3 - $5 million) and the annual capital improvement project request for submission to the legislature; and manage multiple individual capital project budgets that could total over $13 million at any given point in time, with project terms ranging from 2-5 years or longer.
  4. Represent the division on regional and/or national working groups involving the state and WSFR programs, and at the annual State's Organization for Boating Access and Federal Assistance Coordinator meetings.
  5. Assist the Access Coordinator in reviewing, analyzing, and preparing responses to national regulatory and governing policy proposals that directly affect the state's recreational boating and non-boating angler access program that come from the WSFR program, Joint Federal Assistance Planning and Policy Task Force, and the Association of Fish & Wildlife Agencies.

The working environment you can expect:This position will have dedicated office space in the ADF&G Anchorage building with the potential to have an optional hybrid telework agreement. The daily work environment requires working at a desk in front of a computer, as well as frequent and effective communication and involvement with regional access staff, grant program project leaders, and USFWS-WSFR program staff. The position will require occasional travel in-state to conduct project site visits and attend meetings, and out-of-state to attend regional coordination meetings and training.

  • Demonstrated ability to build effective relationships with multi-disciplined professionals and peers within and outside the agency such as fisheries managers, fisheries research biologists, fish culturists, communications and outreach specialists, administrative support staff, harbor masters, engineers, local and state regulatory bodies, and the public.
  • Demonstrated ability to set well-defined and realistic personal goals; display a high level of initiative, effort, and commitment towards completing assignments in a timely manner; motivated to achieve; and demonstrate responsible behavior while working independently.

Minimum Qualifications
A bachelor's degree from an accredited college in biology, a branch of biology, limnology, biometrics, oceanography, forestry, fisheries science, or natural resource management;
AND
One year of full performance professional experience as a biologist or fish culturist. The required professional biologist work experience is met by service as a Fishery Biologist 2, Fish Culturist 2, Wildlife Biologist 2, Habitat Biologist 2, or Fisheries Geneticist 1 with the State of Alaska or the equivalent with another employer.
Substitution:
A bachelor's degree from an accredited college that includes or is supplemented by the following credit hours will substitute for the degree in a specific field:
• at least 24 semester hours (36 quarter hours) in biology, a branch of biology, limnology, biometrics, oceanography, forestry, aquaculture, aquatic ecology, fisheries resources, or natural resource management (excluding courses that focus on agricultural husbandry techniques, human population dynamics, or the design and manipulation of landscapes), of which 16 semester hours (24 quarter hours) are upper division courses; and
• at least 12 semester hours (16 quarter hours) in any combination of two or more of the following: chemistry, physics, mathematics, statistics, geology, hydrology, or GIS.
Special Note:
"Upper division courses" means courses that are specialized, in-depth and advanced. Such courses emphasize problem-solving, analytical thinking skills, and theoretical applications, with depth and rigor in a discipline's theories and methods; specialization in a particular field or profession; refinement of general education; and/or development of specific intellectual and professional skills. Upper division courses are commonly identified in college catalogs as 300 level and higher.
Some positions may require training in specialized areas such as hydroacoustics, microscopic analysis, underwater research, or fish habitat restoration or enhancement.
