Job description

This position supports the California Department of Public Health's (CDPH) mission and strategic plan by functioning as a non-supervisory technical management consultant and is independently responsible for planning, coordinating, evaluating, and monitoring the most complex and sensitive fiscal and budgetary program and policy issues.
The Staff Services Manager I (SSM I) (Specialist) is responsible for managing, coordinating, and monitoring contract and procurement processes, in addition to the reconciliation of all funding, which includes the Health Statistics Special Fund, Reimbursement, General Funds, and Federal Funds. The incumbent will complete special assignments as generated by the Assistant Deputy Director and act as a liaison between the Center for Health Statistics and Informatics (CHSI) Center Office and the CHSI Divisions and Branches. The incumbent is responsible for independently tracking drills and project deliverables, timelines, and resources, and performing other project management duties on the most complex projects, including Fiscal/Budget coordination, program contract procurement, and audit facilitation. The incumbent is responsible for the assignment, review, and finalization of CHSI administration drills and legislative bills as well as the development of the CHSI Operations Procedures Manual; and training of CHSI's fiscal and business services analysts.
The incumbent works under the direction of the Assistant Deputy Director (ADD) within CHSI.

The Center for Health Statistics and Informatics (CHSI) is responsible for department-wide initiatives to improve the effectiveness of our work through better health information systems, increased application of epidemiologic methods of analysis, strong liaisons with public health organizations and schools of public health, and effective partnerships with local health agencies and professionals. CHSI houses the Office of Vital Records, responsible for registering all California vital events and providing birth, death, and marriage records to the public. In addition, CHSI is involved in many cross-cutting and innovative data projects including the statewide Open Data Portal and Health Information Exchange.
