As a Plans Examiner, you may be eligible for the following benefits per the SEIU MOU:
  • EDUCATIONAL INCENTIVE: Employees earn educational incentive pay for educational attainment not required by the classification. The educational incentive pay is as follows: Associates degree - 2.5%, Bachelor's degree - 3%, Graduate degree - 3.5%
  • BILINGUAL PAY: A regular full time employee may receive bilingual pay at the rate of $50.00-$125.00 bi-weekly depending on the Level the employee is required to provide bilingual services as determined by the City Manager or designee.
Other Benefits Include:
  • MEDICAL AND DENTAL CAFETERIA: For employees hired on or after January 1, 2023, the City will contribute $1,774.00 towards medical insurance premiums with no cash back. Employees who waive medical insurance will receive $500.00 per month cash back provided they show proof of other qualifying coverage. The City will continue to provide $74.21 per month towards dental insurance.
  • DEFERRED COMPENSATION: The City contributes 1% to a deferred compensation program.
  • LIFE INSURANCE: City employees receive Basic Life Coverage under the existing level of benefit for life insurance. Employees also have the option to purchase additional insurance.
  • TUITION REIMBURSEMENT: Full-time employees are eligible for 100% reimbursement of the cost of tuition, registration fees, laboratory fees, and books to a maximum of $1,000 per fiscal year for work-related coursework.
COST OF LIVING ADJUSTMENT
  • Pursuant to the SEIU MOU, effective the first full pay period of July 2024, the City shall provide a 3% increase in salary to all employees

WHAT YOU'LL DO:
  • Interpret and enforce provisions of fire prevention and fire safety laws, ordinances, and other regulations.
  • Respond to telephone, email and all inquiries regarding codes, plan review and general fire prevention questions.
  • Act as a liaison for the Fire Marshal between the Fire Prevention Bureau and other City Departments, developers, contractors, citizens, etc.
  • Assist fire inspectors with complex or unusual field inspections of new and existing buildings, structures and installations requiring fire clearances; identify fire hazards; recommend corrective actions.
  • Perform technical plan reviews for design acceptance and building permit issuance. Perform calculations as required to verify the adequacy of designs.
  • Under the direction of the Fire Marshal, interprets and applies the California Fire Code and the adopted Oxnard City Ordinance and referenced standards for projects submitted to the City.
  • Provide information to the public concerning the fire prevention practices and procedures; develop and conduct training programs and group presentations relative to fire safety.
  • Instruct fire suppression crews about code interpretation regarding fire prevention.
  • Check building plans for code compliance, consult with architects and developers regarding problems and solutions.
  • Research, analyze, and review existing and proposed code requirements, and make recommendations for changes and/or adoption to management.
  • Prepare necessary records, reports, and correspondence.
  • Attend training classes and meetings of professional organizations as directed.
  • Provide information to the public in forums and meetings.
The City of Oxnard's Fire Department seeks an experienced Plans Examiner with strong technical and customer service skills to be a part of the team. A Fire Plans Examiner provides review and checking of plans for fire protection systems, excavations, structures, public works facilities and site improvements for compliance with applicable codes, ordinances, regulations and design requirements, as well as calculating fees and issuing permits. As assigned, work may include reviewing plans for compliance with building and fire codes; communicating with contractors and engineers regarding building requirements via email or by meeting in person; calculating inspection and plan review fees; issuing permits, as assigned; researching maps, records and data; and driving to job sites as required.
Under the general direction of the Fire Marshal (Fire Battalion Chief), a Fire Plans Examiner performs plan checks and reviews, performs research, calculates fees, and issues permits on routine items which are performed according to established standards and procedures and receive specific work instruction regarding non-routine matters and deadlines.

WORK SCHEDULE:
9/80: The normal work week is Monday through Thursday 8:00am to 6:00pm and alternating Fridays 8:00am to 5:00pm. Depending on the area of assignment staff may be assigned to a shift that is outside the standard work hours. This position may be required to be available for additional hours in response to peaks in workloads and changes in department needs.
Essential Functions
This class specification represents only the core areas of responsibilities; specific position assignments will vary depending on the needs of the Department.
  • Reviews and checks plans, technical drawings and reports to determine compliance with applicable codes, ordinances, design and/or fire/life safety requirements; plan checks may include excavations, structures, public works facilities, site improvements, repairs, address maps, fire safety equipment and building exits; visits job sites as required.
  • Prepares plan check correction reports; calculates appropriate fees related to inspections, plan checks, utility connections and/or permits.
  • Performs research related to subdivision maps, easements, property lines, utility data and/or other plan- related information and requirements.
  • Provides customer support to contractors, engineers and the public; responds to inquiries and provides technical information related to City building standards, regulations, policy and procedures.
  • Compiles data and information; prepares written reports, correspondence and plan recommendations.
  • Performs other duties of a similar nature and level as assigned.

Minimum Qualifications
The following are minimum qualifications necessary for entry into the classification:
EDUCATION:
  • Associate's degree in engineering, building construction or related field
EXPERIENCE:
  • Three years of engineering or building construction experience.
LICENSING/CERTIFICATIONS:
  • Certification as a Fire Inspector or Fire Plans Examiner issued by the International Codes Council, International Association of Electrical Inspections or International Association of Plumbing and Mechanical Officials.
  • Valid California Class C Driver's License with a satisfactory driving record.

Retirement Contributions:
New members (as defined by PEPRA), 2% @ 62; "Classic" members 2% @ 55. The employee will be required to pay a portion of their annual earnings toward their retirement. The City of Oxnard does not participate in social security.
Vacation Accrual Rates:
Full time employees accrue vacation leave at a rate of 4.39-8.08 hours per pay period based on years of service.
Sick Leave Accrual Rate:
Full time employees accrue sick leave at a rate of 3.70 hours per pay period.
Deferred Compensation:

Health and dental:
Employees can choose from a variety of medical plans provided by the City. The City's contribution to medical coverage is outlined below:
Level One - For employees hired before January 1, 2023, the City contributes $1,543.00 per month toward medical insurance premiums and an additional $74.21 per month toward dental insurance premiums. Employees will receive cash back if the medical plan they choose is less than the City's monthly contribution of $1,543.00 per month. Employees who waive medical insurance will receive cash back in the amount $1,243.00 per month provided they provide proof of other qualifying coverage. Any unused dental premium monies are paid to the employee. If employees hired prior to January 1, 2023 make any changes to their health plan, they will be placed in level two.
Level Two - For employees hired on or after January 1, 2023, the City will contribute $1,774.00 towards medical insurance premiums with no cash back.
