Job description

The Cosumnes Community Services District is seeking to establish an eligibility list for the classification of Fire Inspector II.


Eligibility List
Candidates passing the critical criteria and who meet the position's minimum qualifications will be ranked based on their final score in the assessment process and placed on the eligibility list. Once the District has an established eligibility list, the list will remain in effect for twelve months and will be used to fill future vacancies as they occur.

Position Description

Under general supervision, performs inspections of buildings, facilities, and outside premises for compliance with federal, state, county, and local codes; reviews construction plans; follows up on citizen complaints, conducts fire investigations; presents public education programs.

The following duties are intended only as illustrations of the various types of work that may be performed. The omission of specific statement on duties does not exclude them from the position if the work is similar, related or a logical assignment to the position. Each individual in the classification does not necessarily perform all the duties listed. Employees may perform other related duties at an equivalent level as required.
  • Inspects complex, difficult or special occupancies and facilities, such as churches, dance halls and night clubs, schools, day care facilities, auto body garages and care homes, for compliance with mandated federal, state and local codes;
  • Reviews building construction plans for compliance with local, State, and Federal regulations;
  • Conducts fire sprinkler and alarm tests;
  • Reviews and tracks fire alarm and sprinkler company test results;
  • Conducts fire investigations; writes results of investigations and completes the files; prepares cases for criminal prosecution;
  • Conducts fire flow tests;
  • Inspects properties for the weed abatement program; sends notices and follows up;
  • Keeps records on all designated projects and findings;
  • Reviews building and site plans regarding fire protective construction; reviews sprinkler and fire alarm plans and performs calculations;
  • Inspects general business plans for the prevention, control and mitigation of dangerous conditions related to hazardous materials and to insure compliance with codes; issues violation notices and citations;
  • Inspects buildings under construction for compliance with fire and building codes which relate to fire prevention, detection systems and suppression systems;
  • Works on special programs, such as fire sprinkler five year servicing, Christmas trees, inspecting firework display racks or booths, haunted houses, Knox box, etc.
  • Provides information to the general public about fire protection assistance; lectures to groups on fire safety;
  • Presents fire safety education programs; performs research and publishes educational articles;
  • Performs various related essential duties as required.
Any equivalent combination of training and experience which provides the required skills, knowledge, and abilities may be considered qualifying at the sole discretion of the District. A typical way to obtain the knowledge and skills would be:
Education and Training:
  • A high school diploma or equivalent is required; AA or higher in Fire Science or Fire Technology or other related field is highly desirable. Certification as a Fire Inspector I (or equivalent) is required. Successful completion is required of the following California State Board of Fire Services accredited courses: Fire Prevention 2A, 2B and 2C and Fire Investigation 1A and 1B.

Experience:
  • Four years of full-time service as a fire fighter in an organized fire department or three years as a full-time field inspector in a fire prevention bureau, building inspection department or insurance company.

Special Requirements:
  • Must possess Penal Code § 832 Certificate. Certification must include firearm module if employee desires to participate in the department armament program.
  • Current certification in American Red Cross First Aid and CPR is required.
  • Must possess and maintain throughout employment a valid California class "C" driver's license, with a with a driving record sufficient to be insurable through the District.
  • Must be 18 years of age or older.
  • All candidates for this position will be subject to a safety background investigation.
  • All candidates for this position will be subject to a department approved physical fitness examination. Fitness for duty exams may be required thereafter as stipulated in the current MOU or SOP.
  • All candidates for this position must pass a department approved psychological examination.
  • Must keep knowledge, skills and education current, through seminars, employee development classes or formal education.
  • May be required to wear and use firearm if employee desires to participate in department armament program.

Knowledge of:
  • Proper fire inspection and investigation methods and techniques
  • Principles of combustion as related to various types of building and construction material;
  • Proper storage and handling of explosives and flammable materials and other hazardous materials;
  • Building fire extinguishing and alarm systems;
  • Principles, practices and procedures of firefighting;
  • Principles of water hydraulics;
  • Laws, codes, rules and regulations related to fire suppression rescue and prevention options.

Ability to:
  • Operate a variety of machines and equipment and tools including a personal computer, scanner/radio, engineer/architect scale, Pitot tube and gauge, canned smoke, camera and calculator;
  • Operate both as a member of a team and independently;
  • Effectively communicate with individuals or groups utilizing a broad base of verbal skills to successfully educate the public about fire hazards and prevention;
  • Use independent judgment in regularly routine situations with rare risk of personal injury when investigating fires and issuing citations;
  • Perform complex tasks during life threatening emergencies;
  • Use manual and power tools in performance of duties;
  • Comprehend and correctly use a variety of reference books and manuals as well as informational documents, including utilizing and interpreting basic technical engineering, legal, electrical and hydraulics terminology;
  • Prepare fire flow charts, letters, articles for newspapers, lists of occupancies and weed abatement, and boiler plate form letters using prescribed format and conforming to all rules of punctuation, grammar, diction and style;
  • Ability to add, subtract, multiply and divide;
  • Ability to calculate decimals, ratios, percentages, fractions and exponents.
  • Mobility: Frequent work in offices and buildings, including in high places, and in closely confined areas while performing inspections; occasional moderate to severe amount of physical effort to climb ladders, stooping, bending, squatting, working in high places and in closely confined places; occasional physically demanding work in hot conditions while wearing equipment which significantly impairs body cooling mechanisms; or in wet, icy or muddy conditions; occasional work outside in all weather conditions under semi-hazardous conditions within burned structures where sustaining a traumatic or thermal injury is possible.
  • Dexterity Frequent use of fine and gross motor skills in climbing ladders and opening water valves; occasional performance of a variety of tasks on slippery, hazardous surfaces such as on rooftops or from ladders; occasional work in environments of high noise, poor visibility, limited mobility, at heights, and in enclosed or confined spaces;
  • Emotional/Psychological: Occasional work for long periods of time requiring sustained physical and intense concentration; infrequent exposure to grotesque sights and smells associated with major trauma and burn victims;
  • Vision/Talking/Hearing: Occasional reliance on sense of sight, hearing, smell and touch to aid in investigations while maintaining personal safety;
  • Driving: Ability to use fine and gross motor coordination for driving;
  • Potential Exposures: May involve exposure to hazardous and/or carcinogenic materials either through inhalation or skin contact while performing investigations and on rare occasions may include exposure to infectious agents such as hepatitis B or HIV.
Typical Working Conditions
Incumbents are typically assigned work both in an indoor and outdoor environment which may take place in various types of weather and temperatures. Work frequently takes place at off-site indoor or outdoor locations and may involve exposure to hazardous and/or carcinogenic materials as outlined above.THE PROCESS:

First Panel Interview/Assessment- The most qualified candidates from the review will be invited to participate in an Oral Panel interview and practical examination scheduled for January 9, 2024.
