Description
DEFINITION
Under direct or general supervision, inspects schools, institutions, industrial, commercial, and residential properties to determine compliance and proper enforcement of appropriate Fire Codes, Health and Safety Code, Building Code, regulations, standards and/or local ordinances; and performs related work as required. May advise on technical and engineering requirements on hazardous processes and operations involving dangerous chemicals and flammable liquids.
Examples of Duties
EXAMPLES OF DUTIES
Inspects a variety of buildings and related structures, systems and installations for correct construction, modification, addition, for fire code and local ordinance compliance; makes recommendations concerning fire safety for licensing purposes; schedules annual fire and life safety inspections and tracks inspections on department Fire Records Management System; Initially under direct supervision, incumbents with fire inspection and prevention experience learn City systems and infrastructure, regulatory codes, laws, and ordinances, and a wide variety of practices and procedures, may review plans for compliance with applicable fire and building code including, but not limited to, fire alarms systems, fire suppression systems, hazardous materials storage and architectural/engineering details; conducts City's annual weed abatement program by inspecting and issuing notices to property owners to abate properties; may assist in training department personnel in the techniques and requirements of fire prevention inspections; may assist in the development and modification of city policies, procedures and ordinances related to health and safety, operates City vehicles; participates in the operation of departmental in-service training activities; may attend conferences and other associated meetings to stay abreast of current trends in the field; and performs related work as required.
Typical Qualifications
EMPLOYMENT GUIDELINES
Knowledge of:
Principles, practices and techniques of fire prevention and building inspection work;
State and Federal law, codes and ordinances pertaining to fire prevention;
Construction methods, materials, tools and safety standards and practices;
Modern office procedures, methods and computer equipment;
Appropriate safety precautions and procedures;
Perform building inspections, examine work and materials, and detect deviations from plans and regulations;
Read and interpret building plans, specifications, and fire codes;
Communicate effectively with the public;
Apply laws, ordinances and regulations to situations of potential fire hazards;
Acquire and apply knowledge of fire safety systems used in residential, commercial, industrial, and institutional facilities.
Learn the methods and techniques of fire inspection.
Use a variety of personal computer business software applications to prepare clear, concise and comprehensive records, reports, correspondence, and other written material in order to maintain accurate records;
Operate City vehicles, observing defensive driving practices;
Read, understand and apply difficult materials;
Understand and carry out oral and written instructions;
Establish and maintain effective relationships with those contacted in the course of work;
Enforce regulations tactfully, courteously, and effectively when dealing with the public.
Promote and enforce safe work practices;
Communicate effectively orally and in writing.
Education/Experience/Training: Any combination of education, experience, and training which provide the required knowledge, skills and abilities is qualifying. A typical qualifying entrance background is completion of the twelfth grade and completion courses in Fire Prevention or education within a related field.
Licenses/Certification: Possession of a valid and appropriate California Class C driver's license issued by the Department of Motor Vehicles; possession of PC 832 certification, or ability to obtain certification within one (1) year of appointment; and completion of the California State Fire Marshal's Fire Inspector IA, IB, IC and ID courses within two (2) years of appointment.
PHYSICAL DEMANDS/ WORKING ENVIRONMENT:
Frequently sit, talk, hear, stand, walk, use hands to finger, handle, or operate objects, tools, or controls, and reach with hands and arms, climb, balance, stoop, kneel, crouch, crawl, and smell; occasionally lift and/or move up to 25 pounds. Specific vision abilities required include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. Must be a non-user of tobacco and shall be required to sign a statement affirming that, as a condition of continued employment, employee shall refrain from using tobacco. Perform physical tasks, including climbing ladders, opening fire hydrants, etc.
Work is performed primarily in Fire Station, vehicle and outdoor settings, in all weather conditions, including temperature extremes.
Exposure to audible alarms occasionally near moving mechanical parts and in high, precarious places; exposure to wet and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals; risk of electrical shock, and vibration. The noise level is usually quiet in office settings and loud during alarm system testing and inspections.
