Duties Summary
Serves in a trainee capacity, receiving on-and-off-the-job training to learn the theories, techniques and methods used in firefighting tasks under immediate supervision; and performs other duties as required.
Qualification Requirements
MINIMUM QUALIFICATION REQUIREMENTS
Training and Experience: A combination of education and experience substantially equivalent to graduation from high school; and
  • two (2) years of general work experience.

Qualifying General Work Experience: Any work experience which may involve the basic skills: reading, writing, computation and communication.
License Requirement: At the time of appointment, Candidate selected for hire must possess a valid motor vehicle operator's license (Hawai'i Type 3 or equivalent); and possession of valid certifications prior to completion of probation:
  • First Responder Certificate or higher;
  • American Heart Association Cardio-pulmonary Resuscitation Certificate; and
  • United States Lifesaving Association (USLA) Aquatic Rescue Response Team (ARRT) Certificate.
(These certificates must be maintained on a current basis thereafter).
Ability to: Understand oral and written instructions; learn and apply firefighting methods and techniques; learn hydraulics and the use and maintenance of various firefighting equipment; act quickly and effectively under adverse fire and/or emergency conditions; withstand the hardships and hazards connected with firefighting; read and understand technically written material, rules and regulations pertaining to firefighting; work effectively with others.
Tests: Applicants will be required to qualify on appropriate examinations. See below for testing information.
Special Working Conditions: Irregular hours shift and weekend work, and exposure to hazardous and obnoxious conditions as required.

Note: Calculation of experience is based on full-time, 40-hour work weeks and counted up to the last full month prior to the recruitment close date. Part-time experience will be pro-rated. Example: Twelve months of experience at 20 hours per week is equivalent to six months of experience. In addition, hours worked in excess of 40 hours per week will not be credited. Example: Twelve months of experience at 60 hours per week is equivalent to one year, not one and one-half years.
Eligible lists may be used for temporary and permanent vacancies for the class of work during the life of the eligible list. Temporary appointments may lead to conversion to permanent employment.
Minimum Qualification Substitutions Allowed:
The following may be substituted for education:
  • Four (4) years of full-time general work experience may be substituted for a high school diploma.
  • Successful completion of semester credits leading towards a degree or diploma from an accredited community college, college or university, trades school, etc., may be substituted for up to four (4) years of the education requirement (15 semester credits = 6 months).
  • An Associate's, Bachelor's, Master's, or PhD degree from an accredited community college, college or university, trades school, etc., may be substituted for the education requirement.

The following may be substituted for experience:
  • Successful completion of semester credits leading towards a degree or diploma from an accredited community college, business or technical school, college, or university may be substituted for up to four (4) years of the general work experience requirement (15 semester credits = 6 months).
  • An Associate's degree in any field from an accredited college or university may be substituted for up to two (2) years of the general work experience requirement.
  • A Bachelor's degree in any field from an accredited college or university may be substituted for up to four (4) years of the general work experience requirement.
  • A Master's or PhD degree in any field from an accredited college or university may be substituted for up to one (1) year of the general work experience requirement.

If a degree is used to substitute for the education requirement, it may not be used again towards the experience requirement. If work experience is used to substitute for education, it may not be used again to meet the experience requirement. If the applicant holds more than one degree, transcripts must be provided, and a thorough review will be conducted by the DHR staff in order for more than one degree to be credited towards the minimum qualification requirements. Additional degrees can be considered if obtained independently through mutually exclusive classes from another degree being considered. Substitutions will be used to the advantage of the applicant.
IMPORTANT INFORMATION FOR FIRE FIGHTER TRAINEE APPLICANTS
  • The probation period is part of the examination/selection process. All Fire Fighter Trainee recruits must successfully pass an initial probation of one (1) year before becoming a regular member of Civil Service.

Written and Physical Examinations will be administered ONLY ON KAUA'I. We do not conduct testing in other jurisdictions.
You will need to pass the written exam with a 70% or better to proceed to the physical ability examination.
You will be notified by EMAIL ONLY . Be sure to have access to your email.
Examination: For this recruitment you must qualify on a written test and physical ability examination. The written test is designed to measure your knowledge and skills necessary for satisfactory performance of the duties and responsibilities of this class of work. Your examination grade will be based on 100% of the written test score. Candidates may be examined for their knowledge and abilities as mentioned above.
  • Please note written exams are held ONLY on Kaua'i. We do NOT conduct testing in other jurisdictions.
  • When attending the exam, please be prompt. There will be no admittance once the door is closed.
  • Applicants may be tested in areas of reading and oral comprehension, mathematical skills, mechanical reasoning, table interpretation and community living.
  • Written exam is scheduled for the week of February 26, 2024 to March 1, 2024.

Physical Ability: Scheduled for March 4 through March 8, 2024 (Tentatively scheduled four days of events on Kauai ONLY)Candidates must be able to perform the following (Applicants must pass each event in order to move to the next event):
  1. 100 yard swim within 2 minutes 5 seconds.
  2. Dive and retrieve a 5 lbs weight within 45 seconds after swim.
  3. 10 flights of stair climb carrying a hose bundle, approximately 50 lbs, within 25 seconds.
  4. Aerial ladder climb (No time limit).
  5. Endurance event, one-mile run within 8 minutes.
  6. Fire attack and rescue obstacle course event within 2 minutes 30 seconds.

Applicants must be able to meet the health and physical condition standards of the position.
If you are invited for the Physical Ability Test, you must bring the items listed below (YOU WILL NOT BE PERMITTED TO TAKE THE EXAM WITHOUT THESE ITEMS):
  1. Picture Identification, (i.e. driver's license - this is required in order to participate).
  2. Admission sheet (paper or electronic format is accepted).
  3. Waiver of Physician's Certification/Waiver for Claim of Injury.

NOTE. Be prompt. There will be no admittance once the door/gate is closed. Spectators are NOT allowed at the Physical Ability Testing.
Appropriate Attire for the Physical Ability Test: Short sleeve T-Shirt, shorts, shoes (spikes or cleats are not allowed), swim goggles, bathing caps, nose clip and ear plugs are permitted. Fins are not allowed.
The use of phones and/or ear buds are not allowed duringany examination.
Other Essentials: Water, snacks, towel, prescription medication and sun block, etc.

  • Pay Raises: Pay raises are negotiated by the respective union for this position. This position is part of bargaining unit 11 Hawaii Fire Fighters Association (HFFA).
  • Paid Vacation Time: Employees start accruing paid vacation time immediately upon hire! 14 hours are earned after a full month of service which means 21 days per year!
  • Paid Sick Leave Time: Employees start accruing paid sick leave time immediately upon hire! 14 hours are earned after a full month of service which means 21 days per year!
  • Paid Holidays: The County recognizes 13 holidays per year as well as General Election Day every other year.
  • Retirement: This position is eligible to participate in the State sponsored defined benefits retirement plan. The State of Hawaii Employees' Retirement System (ERS) is the current retirement plan which requires employees to contribute a portion of their earnings to the retirement plan. Currently, most employees must contribute 8% of their pay to the retirement system. However there are exceptions, for example Police Officers and Fire Fighters contribute 12.2 to 14.2%.   • Health Insurance: The County pays a portion of the premiums for employee's enrollment in a State sponsored Medical, Drug, Vision, and Adult Dental Plan.   • Flexible Spending Accounts: Employees can increase their take-home pay by having the County deduct the cost of health care premiums, medical and dependent care expenses before payroll taxes are withheld.
  • Group Life Insurance: The County provides a free life insurance policy (currently worth $38,505) for active employees for those employees who pass away while employed.
