SUMMARY
Senior executive responsible for the overall operation of the Soldier Township Fire Department. The Fire Chief performs a variety of technical, administrative, and supervisory work in planning, organizing, directing and implementing fire prevention, suppression, and emergency medical service delivery to prevent or minimize the loss of life and property by fire and emergency medical conditions.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:
· Plans, coordinates, supervises, and evaluates fire department operations.
· Establishes policies and procedures for the fire department to implement directives from the Township Business Administrator and the Township Board.
· Supervises and coordinates the preparation and presentation of an annual budget for the fire department; directs the implementation of the department’s budget; plans for and reviews specifications for new or replaced equipment.
· Responds to alarms and may direct activities at the scene of major emergencies, as required.
· Supervises the inspection of buildings and other properties for fire hazards and enforces fire prevention ordinances.
· Supervises the operation of departmental in-service training activities.
· Controls the expenditure of departmental appropriations.
· Handles grievances, maintains departmental discipline, conduct, and general behavior of assigned personnel.
· Prepares and submits monthly reports to the Township Board regarding the department’s activities and prepares a variety of other reports as appropriate.
· Plans departmental operations with respect to equipment, apparatus, and personnel; supervises the implementation of such plans.
· Assigns personnel and equipment to such duties and uses as the service requires; evaluates the need for, and recommends the purchase of, new equipment and supplies.
· Meets with elected or appointed officials, other fire/EMS officials, community and business representatives, and the public on all aspects of the department’s activities.
· Attends conferences and meetings to keep abreast of current trends in the field.
· Represents the fire department in a variety of local, county, state, and other meetings.
· Evaluates fire prevention and fire control policies by keeping abreast of new methods and conducting studies of departmental operations.
· Coordinates mutual fire protection plans with surrounding municipalities.
QUALIFICATIONS
· Must be 18 years of age
· Graduation from an accredited college or university with a Bachelor’s degree in fire science, public administration, or a closely related field preferred. High school graduation and a minimum of 30 semester hours of credits earned in an accredited university, college or technical school in business administration, fire science or a related field may be substituted when combined with at least three (3) years of full-time administrative experience in an upper-level position in a public safety agency.
· Five (5) years in a supervisory role involving firefighting operations and administration in a municipal fire department.
· Pass a background investigation and evaluation
· Possess a valid Kansas Non-commercial Class B CDL or higher
· Pass a medical exam prior to employment
· Kansas Certified Emergency Medical Technician
· IFSAC Certified Fire Fighter I, II and HazMat Awareness/Ops
· IFSCA Certified Driver/Operator Pumper
· IFSAC Certified Instructor I
· IFSAC Certified Officer I
· Completion of NIMS 100, 200, 300, 400, 700, 800
· Members must agree to abide by the rules, standards, and policies of the Department.
PHYSICAL REQUIREMENTS OF WORK
· Requires heavy lifting required to complete tasks while wearing personal protective equipment, including self-contained breathing apparatus, weighing approx. 50-100 lbs.
· During firefighting activities when exposed to extreme heat, blood pressure and pulse are elevated
· Direct exposure to fire and its by-products while operating in structural firefighting equipment; about twenty (20) minutes inside of a working fire incident with regular breaks. This can continue until relieved.
· Firefighting is done in all environments.
