The Washington Administrative Office of the Courts (AOC) is seeking a qualified and experienced Financial Services Manager to lead our dynamic Financial Services team.
As the Financial Services Manager, you will report directly to and collaborate with the Comptroller while advising the Chief Financial and Management Officer and judicial branch leadership on complex financial issues. You will focus on agency financial initiatives and overseeing day-to-day operations of the Financial Services Unit. Utilizing your accounts payable, accounts receivable, revenue accounting and payroll experience you will develop and administer all accounting functions of the agency. Your responsibilities will include interpreting broad-based statewide accounting regulations, federal regulations and the development of specific judicial branch-wide policies and procedures on all types of financial accounting services.
This position advises the Supreme Court, Court of Appeals, Administrative Office of the Courts, Office of Public Defense and the Office of Civil Legal Aid on all accounting matters offering a unique opportunity to contribute to the efficient and effective functioning of the Washington state court system.

Position may be eligible for hybrid working; a combination of telework and working in-office.
- Manage and oversee the Financial Services Unit, including responsibilities for accounts payable, accounts receivable, revenue accounting and payroll.
- Ensure judicial branch agencies' compliance with all laws, rules, policies, procedures and best practice relating to internal controls and financial management.
- Collaborate with the Chief Financial and Management Officer and the Comptroller on the management of all agency revenues and expenditures.
- Use independent judgment and a firm understanding of law, regulation, professional accounting standards and the operating environment to formulate agency financial policies.
- Develop and implement fiscal policy and procedures to assure effective and efficient management and accounting for the revenues, expenditures and purchases of the five judicial branch agencies.
- Provide accounting requirements for system replacements, enhancements and modifications.
- Develop judicial branch accounting policy to ensure compliance with Generally Accepted Accounting Principles (GAAP).
- Coach, mentor and develop leadership skills within the Financial Services Unit.
- Supervise and train Financial Services analysts and Financial Services specialists responsible for daily accounting and business processes including review and approval of invoices, vouchers and payroll.
A Bachelor's degree in accounting OR aBachelor's degree with a minimum of 20 semester or 30 quarter hours of accounting; AND
- Five years of progressively responsible professional accounting experience to include three years of management/ supervisory duties.
A combination of education and experience demonstrating a working knowledge of the duties and responsibilities of the Financial Services Manager may be considered in meeting the qualifications.
THE IDEAL APPLICANT WILL ALSO HAVE SOME OR ALL OF THE FOLLOWING EXPERIENCE, EDUCATION, KNOWLEDGE, SKILLS, AND ABILITIES
- Ability to supervise entry level, paraprofessional, professional fiscal staff to include leading and developing staff. This includes experience leading and supporting staff that provide services to teams within a large customer/public service organization.
- Experience applying advanced financial principles, GAAP financial accounting and auditing practices.
- Knowledge of and experience interpreting Governmental Accounting and Standards Board (GASB) pronouncements.
- Experience using Microsoft products including Excel, Word, PowerPoint, Outlook and collaboration software such as Zoom or Teams to create written documents, charts, graphs, presentation documents and communicate with expert level proficiency.
- Experience recognizing and solving difficult and complex accounting problems which may include technical solutions requiring defining requirements, supporting installation and operating accounting systems.
- Experience analyzing, interpreting and explaining or applying complex or technical accounting information regarding rules, rights, regulations, policies, procedures, programs or services to answer questions, resolve problems and make or communicate decisions.
- Ability to counsel and advise leadership across the judicial branch on financial management issues.
- Ability to professionally communicate with staff and customers both verbally and in writing. This includes the ability to explain information in a clear and understandable manner.
- Experience and comfort with identifying alternatives and making recommendations. Ability to highlight risks, pros and cons associated with a course of action. Experience developing and implementing action plans to accomplish the final objectives in cooperation with colleagues within the judicial branch and other state agencies, the courts and other professional colleagues.
- Ability to understand customer expectations and ensure work meets those expectations.
- Ability to exhibit expert interpersonal skills and abilities to establish and maintain professional working relationships with colleagues, clients and customers. This includes Supreme Court justices and staff, AOC management and staff, judges, county clerks and their staff, court administrators and their staff, legislative staff, legislative committees, Office of Financial Management staff and other state agencies.
- Expert knowledge and understanding of the interaction and mission of interested groups, boards, committees and the judicial community.
- Ability to handle a heavy workload in a dynamic environment. Identify and handle competing priorities effectively and adapt easily to changing business needs, conditions and work responsibilities.
- The workweek may fluctuate depending on workload or agency needs.
- Overnight travel may be required based on business needs.
- This position is not overtime eligible.
