This position is in the Excepted Service under the authority of Title V, P.L. 114-328, Sections 932 and 1084 (FY17 NDAA)
This position is part of the IN 181st Intelligence Wing, Indiana National Guard under Position Description Number PD#T5636P01.

GENERAL EXPERIENCE:
SPECIALIZED EXPERIENCE: Must have at least 36 months of experience, training, or knowledge of laws, Department of Defense Directives, finance regulations and FINANCIAL MANAGEMENT and operating procedures relative to the entitlements and allowances related to the payment of military personnel, civilian personnel, vendors, and travelers. Knowledgeable of the Office of the Management and Budget (OMB) compliance requirements. Skilled in in applying related laws, regulations, precedents, methods and techniques of budgeting. Skilled in developing management plans that document business and financial environment. Skilled in identifying and analyzing program risks and tests controls, weaknesses, and/or deficiencies. Extensive knowledge of military pay and allowances, civilian pay and allowances, vendor payments, and travel entitlements. A detailed grasp of governing regulations and a thorough understanding of pertinent laws, regulations, and other technical criteria in order to determine propriety of entitlements and pay. Detailed knowledge of related financial regulations and rulings covering diverse types of pay transactions to typically function as a technical authority for the resolution of an extensive range of issues or problems. Knowledge of the overall Defense Finance Accounting Service (DFAS) mission and functions, operation, and relationships to other agencies to respond to special inquiries and task organizations for information and responses. Knowledge of automated financial systems to participate in a variety of required operations audits and analytical reviews related to pay entitlement determinations. Specific knowledge of Microsoft (MS) Office suites of Access and Excel. Knowledge of and ability to gather, assemble, analyze and prepare both short and long term strategy for presenting, explaining, and documenting budget requests and justifying to management officials. Must have at least 12 months specialized equivalent experience to the next lower grade level.

The Human Resources Officer (HRO) is the final approval for all ETP waivers. If approved, the memorandum will be returned to you and then submitted with your application.Education: You may combine education with specialized experience to meet the length of experience requirement for GS-11. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Completed undergraduate or graduate education, the awarded college degree should be in one of, or a combination of the following disciplines: accounting, business, finance, economics, math, statistics, industrial management, marketing, quantitative methods, or organizational management.
To receive credit for Education, you must provide transcripts or documentation of proof that you meet the Education requirements for this position.
