This posting is for the State of Hawaii, Department of Commerce and Consumer Affairs, Division of Financial Institutions, Licensing & Regulatory Analysis.
The position is located on Oahu (Downtown Honolulu).

Duties Summary

The position is located in the Licensing and Regulatory Analysis Branch. The function of the organizational unit is to license, supervise, and examine State chartered and licensed Financial Institutions such as banks, saving banks, trust companies, financial services loan companies and credit unions and to license and supervise installment lenders, escrow depository companies, money transmitters, mortgage servicers and mortgage loan originators.
The position is engaged primarily in the statewide program to license and supervise installment lenders, but may also license and supervise mortgage industry participants, Financial Institutions, trust companies, money transmitters and escrow depository companies. The duties and responsibilities of the position involve performing moderately complex to complex work assignments. The position (1) performs analysis and review of license applications for compliance with appropriate federal and State statutes and rules, (2) performs related work as required.

Minimum Qualification Requirements

Education: Bachelor's degree from an accredited four (4) year college or university with at least twelve (12) semester credit hours in accounting and/or auditing subjects.
General Experience: Two (2) years of professional experience in any one or a combination of the following:
(1) Professional accounting or auditing experience; or
(2) Experience teaching accounting at the college or university level
Specialized Experience: Two (2) years of responsible professional experience which demonstrated knowledge of the business operations of a Financial Institution(s), including the interrelatedness of various financial transactions and their effect on the overall condition of the institution.
Allowable Substitutions
Substitution of Experience for Basic Education Requirement
The experience must have been of such scope, level and quality as to assure the possession of knowledge, skills and abilities comparable to those acquired in four (4) years of successful study while completing a college or university curriculum leading to baccalaureate degree which included twelve (12) semester credit hours in accounting/auditing subjects.
The following types of experience may be substituted for education on a year-for-year basis.
A. Excess General or Financial Institution Examining Experience.
B. Excess Specialized Experience or any other responsible administrative, professional or analytical work experience which did not require the knowledge and application of generally accepted accounting and/or auditing principles and practices, may be substituted for the Education Requirement on a year-for-year basis, providing the applicant can show that he/she has successfully completed at least twelve (12) semester credit hours at the baccalaureate level in accounting and/or auditing subjects from an accredited college or university.
Substitution of Education for General Experience
A. Bachelor's degree in accounting, or a bachelor's degree in accounting and/or auditing coursework equivalent to a bachelor's degree in accounting from an accredited college or university may be substituted for six (6) months of General Experience.
B. Master's degree in accounting, or a master's degree with accounting and/or auditing coursework equivalent to a master's degree in accounting from an accredited college or university may be substituted for all of the General Experience.
C. Ph.D degree in accounting, or a Ph.D degree with accounting and/or auditing coursework equivalent to a Ph.D degree in accounting from an accredited college or university may be substituted for all of the General Experience.
Knowledge: Applicable federal and state statutes, and rules governing the Nationwide Multistate Licensing System & Registry and related support programs (e.g. background checks, proficiency testing, etc.) and the administrative and operating processes and procedures followed by the State of Hawaii Division of Financial Institutions.
Skills/Abilities: Deal effectively with personnel, regulated institution and entity officials, state, federal and foreign regulatory authorities, and the general public; produce numerous and diverse work products of good quality and in a timely manner; respect and maintain confidentiality required by the subject matter with which the position works; process State of Hawaii input to a national program which collects data from installment lenders in accordance with applicable federal and state statutes and rules, and then evaluate all necessary collected data to facilitate the subsequent decision-making process; respond to licensing decision advisory process along with its attendant complaints and appeals.
Legal Authorization to Work Requirement: The State of Hawaii requires that all persons seeking employment with the government of the State shall be citizens, national, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.

Other Information

This position is exempt from the civil service and considered temporary in nature. Therefore, if you are appointed to the position, your employment will be considered to be "at will," which means that you may be discharge from your employment at the prerogative of the department head or designee at any time.

EXEMPT BENEFITS

This is a non-civil service position. Benefit information will be provided at time of offer by the Department Personnel Officer or Director of the hiring department.

Paid Holidays

Eligible for 13 paid holidays each year; 14 holidays during an election year.

Paid Vacation

Eligible for 21 days per year.

Paid Sick Leave

Eligible for 21 days per year.

Other Leaves

Reasonable time off with pay may be provided for jury or witness duty, a death in the family, some military duty, and donation to the Blood Bank. Leave sharing donations may be granted to eligible employees who have serious personal illnesses or injuries or need to care for a seriously ill or injured family member. Various leaves without pay may also be granted with full re-employment rights.

Health Insurance

The State pays a part of the premiums for each employee's enrollment in a State sponsored Medical, Drug, Vision, and Dental Plan. For more information, visit the Employer Union Trust Fund website www.eutf.hawaii.gov for coverage and options.

Group Life Insurance

The State provides a free life insurance policy for eligible exempt employees.

Retirement Plan

The State contributes to a retirement plan for eligible employees. Generally, employees under the Hybrid Plan with 10 years of credited service and who have reached 65 years of age or have 30 years of credited service and have reached 60 years of age may retire and receive benefits. Premium Conversion Plan

Participating exempt employees may increase their take-home pay by having the State deduct the cost of health care premiums before payroll taxes are withheld.

Flexible Spending Accounts

Eligible exempt employees can reduce their federal and state income taxes and social security taxes by setting aside money from their paychecks to pay for eligible out-of-pocket health care expenses and eligible dependent care expenses on a BEFORE-TAX basis.

Transportation Benefits

Participating employees may increase their take-home pay by having the State deduct qualified transportation expenses (i.e. eligible parking fees, monthly bus passes for TheBus, fare coupons for The Handi-Van, Vanpool Hawaii participation fee, etc.) through pre-tax payroll deductions.

Deferred Compensation

The State offers exempt employees a tax-deferred retirement savings program. This program allows employees to build a retirement nest egg through voluntary, pre-tax payroll deductions. A broad range of investment options are available to select from.

Temporary Disability Insurance

Qualified exempt employees may be eligible to receive partial wage replacement, at no cost to the employee, for a disability caused by a non-work related injury or illness under this program.

Social Security

As an employer, the State also contributes to an exempt employee's social security account.

Training & Continuing Education

The State supports developmental activities related to an exempt employee's work. In many departments there are numerous in-service training opportunities available. Sabbatical leaves with pay are available for qualified employees.

Travel Expenses

The State may pay for certain business related travel expenses including mileage reimbursement for use of a personal car during work, airfare, meals and lodging expenses for trips to neighbor islands or out of state.

Union & Collective Bargaining

Exempt employees may have the right to join the union for collective bargaining with the State and employee representation depending on the status of the exempt position.
