The CSU Chancellor's Office, located on the waterfront adjacent to the Aquarium of the Pacific in downtown Long Beach, is the headquarters for the nation's largest and most diverse system of higher education. The CSU Chancellor's Office offers a premium benefit package that includes outstanding vacation, health, and dental plans; a fee waiver education program; membership in the California Public Employees Retirement System (PERS); and 15 paid holidays a year.

Salary

The anticipated salary hiring range is up to $6,000 per month, commensurate with qualifications and experience.

The salary range for this classification is $4,170 to $7,545 per month.

Administrative Analyst/Specialist - Exempt I

Position Information

The California State University, Office of the Chancellor, is seeking a Financial Analyst to be responsible for essential aspects of the CSU Capital Program, including budgeting, reporting, and creating actionable analytics. Specifically, the fiscal management of the $9.8 billion CSU Capital and Infrastructure Improvement program. The incumbent is responsible for financial analysis on CSU's Multi-Year Capital Plan using a variety of financial tools to assist management decision making. The position will also be responsible for a variety of special projects and reporting.   

Responsibilities

Under the general direction of the Director of Administration, the Financial Analystwill perform duties as outlined below:

Lead Financial Activities in Support of the Systemwide Capital Program

-Administer the Capital Outlay Program financial activities having a systemwide impact.

-Consult with campuses on project-specific financials and work to educate, train and advise on proper treatment of their projects.

-Maintain the $9.8 billion dollar capital program database (PMWeb) and associated cost records.

-Perform various reconciliations (example, Annual General Obligation reconciliation).

-Reconcile all projects in PMWeb to Common Financial System (CFS) to ensure the integration of actuals and encumbrance data is timely and accurate.

-Facilitate the year-end accounting and reporting process for capital projects. Coordinate the Legal and GAAP deliverables across all units in CPDC.

-Support collaborative efforts along with Financial Services, Finance and Treasury, and/or the Budget Office to review project financials per funding source while maintaining the appropriate spend-down.

Assist with Administering the CPDC's Support Budget and Operating Activities

-Administer the CPDC support budget once approved.

-Administer the CPDC Cost Recovery program.

-Work with staff to prepare billings for projects. Submit to Accounting for processing. Ensure proper recording of transactions including PMWeb. Analyze potential billing omissions and make corrective action.

-Recovery for systemwide meetings and events.

-Additional fiscal duties in support of Capital Planning, Design and Construction include:

-Quarterly review of Conference and Training fund for appropriate use and coding.

-Quarterly review of all unit support budgets for appropriate use and coding.

-Coordinate with Facilities the use of the annual Chancellor's Office Building budget. Quarterly work with project managers to ensure contracts and budget are on track. Make corrections as needed.

-Support units with questions about travel policy and process, and reimbursements.

-Support Executive Unit with PO's, budget and other fiscal needs.

Other Special Projects as Assigned

-Participate in various aspects of the PMWeb implementation.

-Identify and lead process improvements to existing functions.

-Create and maintain appropriate standard operating procedures (SOPs) for all new systems and processes developed.

-Provide backup support for the department as assigned.

-Oversee budget for CPDC trainings and conference. Track and reconcile expenses. Prepare requisitions and service agreements for outside presenters, as needed.

-Develop and deliver systemwide training related to position tasks and duties as identified herein.

-Other projects as assigned.   

Qualifications

This position requires:

-This position requires a bachelor's degree in business, accounting, math, or related subject , or equivalent  experience which would include a minimum  of three (3) years progressive experience including fiscal management, construction administration, accounting services and/or other functions utilizing CSU financial systems.

-Proficiency in Excel, report writing query tools, integrated financial systems and/or other types of records management systems.

-Experience working with finance data warehouse and/or other reporting / query tools. Ability to analyze financial data for the performance of fluctuation and trend analyses and to resolve process related issues.

-Ability to resolve problems associated with incorrect entries, deviations from established procedures, and other inconsistencies utilizing independence and professional judgment.

-Ability to work independently, make decisions, and recommendations to management.

-Ability to clearly communicate accounting related information to non-accounting staff.

-Timely follow-through to ensure all commitments and details are covered and responsibilities are understood by all involved.

-Ability to coordinate many different tasks, determine relative importance of each, set deadlines, prioritize and complete projects accordingly; ability to learn, independently interpret and apply a variety of organizational policies and procedures; ability to identify appropriate applications of written policies and procedures; ability to learn the operations of a department.

-Proven ability to lead process improvement, and support implementation of new systems.

-Ability to establish and maintain cooperative professional relationships with internal staff, campus staff, and external vendors and business partners, organizations/agencies.

-Ability to understand problems from a broad, interactive perspective and discern applicable underlying principles to conceive of and develop strategic solutions.

Preferred Qualifications

-Working knowledge of CSU business practices, policies and systems.

-Experience with and working knowledge of construction project financials.

-Experience working with PeopleSoft and Finance Data Warehouse or Smartsheets.
