About the Indiana Department of Education (IDOE):

Salary:
This position traditionally starts at an annual salary of $59,800. Salary for this position may be commensurate with education and job experience.
Role Overview:
The Fiscal Analyst supports the Office of School Finance in preparing financial data and reports for submission to the U.S. Department of Education. The analyst utilizes various tools, including scripts, Excel, and analytical techniques, to compile, analyze, and review financial data for both state and federal reporting requirements. In addition to formulating new processes and reports to align with evolving legislation, the analyst must communicate these changes effectively to school business officials.
A Day in the Life:
The essential functions of this role are as follows:
  • Assist school corporation business officials to ensure the accurate submission of financial data, conducting regular reviews of accounts, funds, and objects. Utilize manual and automated analysis methods, such as scripts, pivot tables, and spreadsheets to verify data accuracy. Guide accounting practices and submission procedures to ensure timely and precise reporting. Support fellow analysts in reviewing school corporation financial data submissions.
  • Compile and analyze school corporation data using scripts and Microsoft Excel for federal reports. This involves gathering report data, analyzing results, and identifying anomalies or outliers. Communicate with school corporation business officials to understand variations in financial data and cross-check the output against system results or previous reports.
  • Develop new processes and reports to comply with state and federal legislation requirements. Continuously assess and update methodologies to ensure compliance and efficiency in financial reporting.
  • Effectively communicate new processes and legislative requirements to school corporation business officials through presentations and guidance documents, ensuring clarity and understanding.
  • Apply approved methodologies for calculating indirect cost rates to financial data, reviewing rate calculations to ensure accuracy before finalizing rates for school corporations.
  • Maintain knowledge of the calculations associated with state tuition support and verify the accuracy of system outputs.

You must meet the following requirements to be considered for employment:
  • Through knowledge of the theories, principles, and practices of public finance.
  • Extensive knowledge of federal and state laws, policies, and procedures as they pertain to public finance programs.
  • Extensive knowledge of agency organization, function, and purpose.
  • Specialized knowledge of automated fiscal systems.
  • Advanced knowledge of computer and software programs and the ability to utilize these skills in assigned job functions.
  • Excellent organizational and interpersonal skills.
  • Dependability, attention to detail, good time management and multi-tasking skills.
  • Flexibility and adaptability to respond quickly to issues and needs.
  • Ability to communicate effectively with agency (non-agency) Finance staff.
  • Excellent written and verbal communication skills.
  • Ability to organize, prioritize and manage workflow.
  • Excellent problem solving and analytical skills.
  • Ability to accurately review, track, and analyze financial data.
  • Ability to understand and write reports, data collection, and reporting procedures.
  • Formulate sound recommendations and make appropriate decisions with the consideration of potential impact on agency programs.
  • Ability to analyze and audit fiscal accounts, contracts, records, claims transactions, and financial reports.
  • Ability to coordinate the workflow of subordinate employees.

Supervisory Responsibilities/Direct Reports:
This role may serve as a team lead for an assigned work group.
