The Finance Specialist will assist the Senior Manager of Budgets by preparing financial reports, ensuring accuracy in various assignments, and contributing to budget development; conducting technical research and providing essential support to internal departments, contributing to the efficient and effective functioning of the agency's financial processes; and supporting the Chief Financial Officer as needed.
ESSENTIAL FUNCTIONS

- Assist in preparing and reviewing financial data including audit requests, annual budget, and monthly financial reports and statements.
- Develop proficiency in the agency's enterprise reporting program, and additional software such as Tableau or Cognos for report generation.
- Monitor department budgets monthly and help prepare statistical reports for internal analysis and senior management meetings.
- Assist in the preparation of the Operating & Capital budget book to achieve the Distinguished Budget Presentation Award from the Government Finance Officers Association.
- Compile drawdown requests for grant fund reimbursement on a monthly and quarterly basis.
- Maintain records for grant revenue and expenses, ensuring accuracy and reconciliation with the General Ledger on a monthly basis by working closely with the Accounting Division.
- Maintain, review, reconcile, and audit various reports and transactions to ensure accuracy for both grant and budget funding.
- Compile financial data for reporting to entities such as the National Transit Database, Texas Department of Transportation, and other government-required reports.
REQUIREMENTS TO PERFORM WORK
Education & Experience: (Any equivalent combination of education and experience may be considered)
- Associates' degree. Bachelors' degree in accounting, finance, business administration, public administration, or other related field from an accredited college or university is highly preferrable but not required.
- Minimum of two (2) years of professional experience in government finance or related field, preferably in public transportation, municipal government, or similar environment is preferred; or high level professional administrative support in a finance department.
Knowledge of:
- Understanding of budget and government finance as well as government structure.
- Proficient skills using the Microsoft Office suite including Word, Excel, Outlook, PowerPoint
- Experience with Tableau or COGNOS report writing software preferred.
- Work independently to perform a variety of functions and manage multiple projects at one time while working in a dynamic environment with changing priorities to meet established deadlines

PHYSICAL ACTIVITIES
Physical activities include, but are not limited to: on a continuous basis, sitting at a desk for long periods of time; researching information both in written form and on the computer; using a computer and monitor for long periods of time; intermittently twisting and reaching office equipment; writing or using keyboard to communicate through written means; lifting light weight; reaching above the waist and reaching below the waist; repetitive motion and fingering when using computer keyboard; and talking and hearing when dealing with internal and external customers. The essential functions of this position require the daily use of a computer and telephone. The essential functions of this position are performed in an office environment.
