Job description

MassHealth is seeking qualified applicants for the position of Finance Manager, Justice Program, to take on a pivotal role within the Finance Unit, focused on Justice Programs

The federal Medicaid "Inmate Exclusion Policy" (MIEP) generally excludes individuals in certain public institutions from Medicaid coverage. MassHealth has requested authority to provide certain MassHealth-covered services to otherwise eligible justice-involved individuals for up to 90 days prior to their release in order to address health inequities experienced by justice-involved populations. Covered services would include physical and behavioral health clinical consultation services, medications and medication administration, as well as pre-release case management, post-release treatment plan, and discharge planning. MassHealth is also developing an approach to reinvest the total amount of federal matching funds received for the services under this initiative. Funds will be reinvested into critical activities and initiatives that strengthen access and quality of health care services for individuals who are incarcerated or were recently released from incarceration, or for health-related social services that help divert people from criminal justice involvement.

The Manager will play a critical role in supporting this reentry demonstration request for justice-involved individuals. They will have significant programmatic responsibility and autonomy, leading cross-functional strategic and financial workstreams, particularly focused on developing financial strategy & managing program budgets. The Manager, Justice Program Finance will spearhead financial strategy and execution for ensuring the provision of pre-release healthcare services to justice-involved members, emphasizing financial optimization within the equity-driven framework of MassHealth. This position will report to the Finance unit and work closely and collaboratively across the Health and Justice Policy & Programs team.

 

Duties and Responsibilities (these duties are a general summary and not all-inclusive):

  • Run implementation capacity building & infrastructure funding programs and administer reinvestment funds, ensuring effective resource utilization to enhance and enable the provision of pre-release services for justice-involved members under MassHealth's re-entry demonstration; 
  • Support development of the financing model for pre-release services, including payment design, rate development, and/or risk adjustment processes;
  • Analyze diverse funding sources, exploring opportunities for financial optimization within MassHealth's framework, and strategically directing resources to support the reentry demonstration;
  • Assess the financial impact of policy changes and program initiatives, ensuring sustainability and alignment with MassHealth's objectives for the re-entry demonstration;
  • Collaborate closely with MassHealth teams to develop and manage program budgets, ensuring meticulous expense tracking and resource allocation specific to the provision of pre-releases to justice-involved members;
  • Assume ownership of the managing and overseeing the MIEP reinvestment fund, including fund management, stakeholder engagement, and disbursement operations;
  • Manage financial aspects of implementation-related procurements, including managing invoices and drafting and facilitating approval of ISAs with Sheriffs, DOC, DYS, and other stakeholders;
  • Support management of infrastructure investments for MassHealth's justice-involved programming;
  • Oversight of operational billing structures and processes, including developing payment structure for roles financed by MassHealth's re-entry demonstration; and
  • Other ad-hoc Finance support, including supporting the Budget, Federal Finance, Hospital, and Financial Planning and Analysis teams.

Key Competencies:

  • Proficient in developing and managing program budgets, tracking expenses, and resource allocation, ensuring meticulous financial oversight and adherence to budgetary constraints.
  • Skilled in analyzing diverse funding sources, exploring opportunities for financial optimization, and strategically directing financial resources.
  • Ability to assess and understand the financial impact of policy changes and program initiatives, ensuring alignment with MassHealth's objectives and fiscal standards.
  • Experienced in running implementation 'grant' programs and administering funds, proficiently managing financial resources to enhance and enable effective healthcare provision.
  • Proven ability to lead collaborative efforts across teams, state agencies, and stakeholders to align financial strategies and implement financial systems in the healthcare space.
  • Skilled in utilizing data-driven insights to inform financial decisions, analyzing data to optimize funding allocation and budgetary strategies.
  • Strong understanding of healthcare regulations and ethical considerations, ensuring compliance in financial operations and maintaining integrity in managing state healthcare finance.

Preferred Qualifications:

  • Bachelor's or master's degree in a related field.
  • Advanced knowledge of Excel and experience analyzing and managing large datasets using Access and/or statistical software such as SQL, Stata, R, or JMP.
  • Proficiency with other MS Office products including Word, PowerPoint, Access, Teams, and Outlook.
  • Attention to detail, thoroughness, independence, and excellent written and verbal communication skills.
  • Strong interpersonal skills and ability to collaborate with others to achieve well-defined goals.
  • Comfort working with deadlines and within tight timelines.
  • Ability to anticipate difficulty and take corrective action.
  • Experience working in healthcare or for a Health Plan or Provider.
  • Passion for public service.
  • Demonstrated ability to embrace diversity as a strategic advantage.
  • Strong analytical, problem-solving, and organizational skills.
  • Demonstrated written and verbal communication skills. 
  • 2-5 years' experience working in finance analytical capacity.

MINIMUM ENTRANCE REQUIREMENTS:

 

Applicants must have at least (A) four (4) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in financial management work (i.e. budgeting, accounting, auditing, management analysis, program evaluation, financial reporting of program results) or (B) any equivalent combination of the required experience and substitutions below

 

Substitutions:

 

I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience.

 

II. An Associate's degree in a related field may be substituted for one (1) year of the required experience.

 

III. A Bachelor's degree in a related field may be substituted for two (2) years of the required experience.

 

IV. A Graduate degree in a related field may be substituted for three (3) years of the required experience.

 

V. A Doctorate degree in a related field may be substituted for the required experience.
