Job description

The Finance Director provides fiscal leadership to ensure proper operational controls, administrative and reporting procedures; delivers reliable and accurate financial forecasts, operating and capital budgets, and performs detailed variance analyses; preserving official County records; and provides ongoing development and training for staff. Work is performed in conformity with statutory requirements and under general direction of the Commission.
SUPERVISION EXERCISED: The incumbent exercises full scope supervision over any subordinate staff within the finance department, as well as general oversight of contractors allocated to utilization within the finance department.
EXAMPLES OF DUTIES:
This list is ILLUSTRATIVE only and is not a comprehensive listing of all functions and duties performed by the incumbent of this class. Duties may include, but are not limited to the following:

  • Maintains the county's financial records, corresponding reports, and their submittal to the appropriate agencies; prepares monthly and annual financial reports and other duties;
  • Administers compliance with all grants to the County and ensures compliance with federal and state regulations in the performance of official duties;
  • Works with regional, state, and federal agencies as deemed necessary;
  • Supervises the development of Finance Office policies and procedures;
  • Assists the Commission and other departments in preparing annual budgets analyzing, and reviewing of revenue estimates, reimbursements, fund conditions, expenditures, and all other proprietary and budgetary accounts;
  • Compiles the annual budget report to the County Commission;
  • Prepares and distributes monthly department budget reports to the Commission, and Department Heads;
  • Prepares the annual financial statements, and files the required reports; is responsible for the county's accounting system to include expenditure of funds, and reporting all transactions;
  • Reviews the payment of all warrants and claims against County funds, and assures all computer generated reports follow Governmental Accounting Standards Board (GASB) procedures;
  • Prepares statements, reports, and compiles records working with information which often may be limited;
  • Prepares reports for management concerning scope of audits, financial conditions found, and source and application of funds;
  • Position requires frequent contact with fellow employees and the public with the need to communicate orally and in writing and where tact, diplomacy, and confidentiality are required;
  • Responsibility for expenditure, and accountability of funds is considerable;
  • Performs other duties and assignments as may be assigned.

  • Effectively manage and organize a high-volume workload with multiple priorities, and ensure deadlines are met.
  • Key to success, is the ability to build a culture of responsible fiscal management with a goal of creating a more efficient use of County resources, promoting more transparency around County operations; managing and coaching the finance team to provide financial support on the County's most important decisions.
  • Operate standard office equipment and a computer including program applications appropriate to assigned duties.
  • Use logical thought processes, and excellent attention to detail, to interpret information accurately and develop reasonable solutions.
  • Public sector budgeting processes necessary to manage assets to ensure budget constraints and timelines are met.
  • Effective leadership skills.
  • Research methodology, statistical analysis, and evaluation of research data.
  • Standard business software tools such as database management, word processing, spreadsheet, email, and Internet browser programs. Experience using Black Mountain Systems preferred, but not required.
  • Presentation techniques.

MINIMUM REQUIREMENTS:
  • Graduation from an accredited college or university with a Bachelor's degree in Accounting, Finance, Public Administration, or a related field is required, with either MBA, MPA, CPA or CPFO is preferred and at least three years of professional, governmental finance experience;
  • Knowledge of Governmental Accounting Standards Board (GASB);
  • Strong preference consideration for candidates who possess high skill level in accounting software programs;
  • Valid Montana State Driver's License.

PHYSICAL DEMANDS:
The work is sedentary and requires exerting up to 50 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. The work also requires the ability to finger, reach, perform repetitive motion, lift, kneel, pull, push, hear, speak, stand, stoop, and demonstrate mental and visual acuity.
