The Finance Director plays a crucial role in maintaining the financial health and stability of the organization. This position involves working closely with the Chief Executive Officer (CEO) on various critical areas, including accounting, budgeting, financial reporting, annual audits, Negotiated Indirect Cost Rate Agreements (NICRA) negotiations, payments, banking, and financial management of contracts and grants. The Finance Director ensures compliance with funder regulations and internal policies and procedures, providing timely reports and guidance to staff to guarantee the efficient and effective use of financial resources.
Highlighted Responsibilities:
- Act as a key member of the Senior Management Team, tasked with evaluating organizational needs and implementing strategies to enhance efficiencies and growth, in alignment policies, procedures, and funder regulations.
- Provide guidance on interpreting and complying with award regulations, specifically 2 CFR Part 200 Uniform Guidance, Federal Acquisition Regulation (FAR), USAID Automated Directives System (ADS), and Agency for International Development Acquisition Regulation (AIDAR).
- Review and submit financial reports in compliance with U.S. government and other funder regulations.
- Develop the annual budget, financial analyses, funding scenarios, and projections for internal and external use.
- Act as the liaison to the Audit and Investment Committee of the Board.
- Manage the annual audit as per 2 CFR 200 Part F - Audit Requirements and prepare Form 990.
- Develop and submit the organization's annual indirect cost proposal and negotiate final rates.
A well-qualified candidate will possess the following:
- Bachelor's degree in accounting, finance, or a related field is required; Certified Public Accountant (CPA), Master of Business Administration (MBA), or an advanced degree is preferred.
- 8 to 10 years of experience in managing the financial operations of organizations and/or networks operating internationally.
- Familiarity with federal government regulations including 2 CFR Part 200, FAR, and AIDAR, and understanding of standard contract clauses.
- Prior management experience with excellent oral and written English skills; French or Arabic skills are a plus.
