We Require
  • Bachelor's degree in finance, accounting, business administration, public administration, or a closely related field
  • Six years experience in finance, accounting, or business administration and managing large and complex programs
  • Three years of supervisory experience
  • Within one month of hire, all employees are required to provide evidence of immunity or receive immunizations for vaccine-preventable illnesses for any position within the Maricopa County Department of Public Health; required immunizations include MMR (measles, mumps, rubella), Tdap (whooping cough and diphtheria), Varicella (chickenpox), and annual Influenza; some positions require a Hepatitis B vaccine and/or a Tuberculosis test

Job Contributions
  • Directs, implements, and evaluates all activities for the Finance & Administration Division including such programs as Budget, Finance, Grants, Contracts, Procurement, and Logistics. Coordinates activities across major program areas of the division to maximize effectiveness and efficiency
  • Ensures activities and programming related to Finance & Administration are integrated across the department, and with stakeholder partners. Coordinates efforts to ensure alignment with department's strategic vision, goals, and objectives
  • Establishes operational goals, objectives, and timelines. Directs and coordinates all strategic planning for the division. Evaluate progress towards the goals and develops corrective action plans as necessary
  • Coordinate and facilitate all functions with existing Grantors to ensure the division meets all reporting requirements; prepare and facilitate all actions to prepare for audits and program reviews; prepare and implement corrective action plan; ensure mandated services are in compliance with federal/state regulations
  • Designs, implements, directs and monitors operational and process improvements that improve service delivery and increase program outcomes. Directs and leads organizational change through effective problem identification, solution design and implementation, and evaluation of results
  • Directs and manages all quality assurance and improvement activities for the division and programming and administrative services meet or exceed requirements and grantor specifications. Develops policies and procedures to establish consistent and clear practices throughout the division
  • Directs, manages, and oversees all human resource functions for the division, including hiring, supervision, performance reviews, and disciplinary actions; actively works with human resources personnel to resolve employee conflicts; ensures actions comply with County Merit Rules, other County and Departmental policies and procedures, applicable state and federal employment and labor laws, and professional licensing requirements
  • Directs and coordinates financial matters for the department, including the procurement of resources; establishment of contracts; authorization of expenditures, monitoring of revenues, expenditures, and inventory; management of budgets; analysis of trends and variances; and development and implementation of corrective action plans to address deficiencies, issues or concerns
  • Directs, coordinates, and oversees the development and maintenance of information systems for the division to ensure systems generate timely, accurate, and useful information for decision-making, encounter reporting, statistical tracking, productivity analysis, billing services, and reporting responsibilities
  • Represents the department and participates in committees and task forces within and outside County government within area of responsibility; supports department-wide committees and work groups that address related strategic issues; collaborates with community agencies and other county, state, and federal agencies regarding urgent or noteworthy events in public health

Working Conditions
  • This position primarily works in an office setting with a telework option
  • May be subject to working non-standard hours or days based on need
  • Must be able to participate in emergency response training as scheduled and be available to respond as directed in the event of a public health emergency
