Job description

MAJOR FUNCTION: Responsible for supervisory work in the supervision of skilled workers engaged in the construction and maintenance of County buildings.

KNOWLEDGE, ABILITIES, AND SKILLS NEEDED IN ORDER TO PERFORM THE ESSENTIAL JOB FUNCTIONS:

Knowledge:

  • Knowledge of the methods and procedures used in Facilities for construction and maintenance of County buildings.
  • Knowledge of the effective operation and use of heavy and light construction equipment.
  • Knowledge of effective supervisory techniques.
  • Knowledge of safety rules and safe operating procedures.

Abilities:

  • Ability to plan and assign the work of crews engaged in a variety of maintenance and construction work.
  • Ability to supervise and coordinate staff schedules.
  • Ability to read and interpret construction plans and specifications.
  • Ability to work under minimal supervision.
  • Ability to understand and follow oral and written instructions.

Skills:

  • Must have strong decision making, organizational, analytical, written, and oral communication skills.
  • Intermediate proficiency in Microsoft Office products, including Word, Excel, PowerPoint and Outlook, and other associated software programs and applications that are necessary for successful job performance.
  • Effective problem management and problem-solving skills.

ESSENTAIL JOB FUNCTIONS:

  • Assigns and supervises the work of crews engaged in the various maintenance and construction activities relating to the County Facilities Division maintenance and construction of County buildings.
  • Establishes or adjusts work procedures to meet schedules, using knowledge of the capabilities of workers and equipments.
  • Makes field inspection to ascertain working conditions, materials needed and other information relative to the project and is able to report to the Facilities Manager and Project Managers status of all assigned projects.
  • Analyzes and resolves work problems or assists worker in solving problems. Performs all related work as requested or assigned.

EMERGENCY MANAGEMENT RESPONSIBILITIES: During emergency conditions, all County employees are automatically considered emergency service workers. County employees are subject to being called to work in the event of a disaster, such as a hurricane, or other emergency situation and are expected to perform emergency service duties, as assigned.

PHYSICAL DEMANDS: Constant walking and standing use of both hands and fingers with dexterity. Very frequent used of good vision and good hearing. Must be able to climb ladders.

ENVIRONMENTAL CONDITION REQUIREMENTS: The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. May require attendance at night meetings and/or outdoor meetings. May involve working with and/or supervising jail inmate's trustees. May involve working in a correctional environment which includes jail inmates. The work may be involved in high-risk areas which requires special safety precautions. Occasionally exposed to sudden temperature changes, wet, dirty, noisy, exposed to insects. Frequently inside, outside, cold, dry, dusty. Very frequently hot, humid, working with adequate ventilation. Constantly working with adequate lighting

ENVIRONMENTAL WORK HAZARDS: Working in areas while construction operations are occurring. Working on or around uneven surfaces; working near or under construction activity requiring the use of provided personal protection equipment; driving County vehicles on unimproved surfaces to access sites, as necessary.

WORK HAZARDS: Possible vision or hand/arm dysfunction due to heavy computer work.

SAFETY EQUIPMENT USED OR NEEDED: None

EDUCATION: Graduation from High School or possession of an acceptable equivalency diploma.
EXPERIENCE: Five (5) years experience in the Building Trades three (3) years of carpentry work experience on a journeyman level. A comparable amount of training or experience may be substituted for the minimum qualifications.

LICENSE, CERTIFICATION OR REGISTRATION: Valid Florida'sDriver's License and must maintain a good driving record.

Pay Grade 20

Driving Position - Operating County vehicles and/or equipment is a primary function of this position.
