The Construction Contractors Board promotes fair, honest and competitive construction industry and protects the consumer’s rights relating to improvements to real property. The Board regulates construction contractors and promotes a competitive business environment through education, contractor licensing, dispute resolution, and law enforcement.
The Construction Contractors Board (CCB) was created in 1971 with the primary purpose of protecting consumers who do business with construction contractors. The CCB ensures that, to the extent possible, contractors comply with state laws and regulations regarding contracting, construction liens, construction, licensing, employment, workers’ compensation insurance, safety, paying taxes, obtaining permits and following building codes.
The Enforcement section is managed by the Enforcement Manager who leads and directs the agency enforcement program. The Enforcement Section is responsible for 3 work units: Field Services, Compliance, and Dispute Resolution. Overall, the Enforcement section is focused on serving and protecting the public by responding to inquiries, complaints and contracting violations.
This position is represented by the American Federation of State, County and Municipal Employees union (AFSCME).

Here’s what you will do:
The Field Investigator/Mediator will process enforcement actions for license violations, investigate complaints; evaluate findings; prepare and file compliance reports, develop compliance notices and orders; develop compliance and investigation standards and procedures; monitor program effectiveness to decrease instances of noncompliance; Engage in alternative dispute resolution processes to resolve cases in a timely efficient manner. Assess penalties’ as an agent of the board. Good judgement, prioritization skills, accuracy and attendance are all critical to this position.
Here’s what you need to qualify:
Minimum Qualifications:
  • Four years experience doing administrative research that included compiling and evaluating facts to recommend management action, or decide compliance with program guidelines and regulations. Two of the four years must be above the technical support level. (Note: some positions may require experience in a specific regulatory industry or program)
  • Note: college-level course work may substitute for experience on the basis of 45-quarter units per year, up to a maximum of three years.

  • Excellent organizational, prioritization, and time-management skills
  • Effective verbal and written communication skills, occasionally with challenging personalities
  • Experience practicing independent judgment to make decisions or select courses of action based on laws, rules, policies and procedures within a program
  • Critical thinking skills and investigative experience while applying rules and statutes.
  • Ability to work independently with minimal supervision
  • Demonstrated team player skills, including the willingness to collaborate, share information, and contribute to the team's success
  • Explains procedures/technical requirements in a tactful, clear, and concise manner
  • Preference may be given to candidates who are able to speak, read, and write Spanish fluently.
