FIELD ENGINEER I-II OAHU/KAUAI

Field Engineer I: Non-Exempt
Field Engineer II: Exempt
The Field Engineer I-II plays a pivotal role in supporting Navy drydock/shipyard MILCON projects, working autonomously under a Project Manager. This position involves assisting with the preparation of submittals and RFIs, coordinating work arrangements with contractors or subs, and engaging in estimating, contracting, and purchase order processes. Prefer proficiency in Excel, Smartsheets, Aconex, Fieldwire, Bluebeam and potentially P6. Candidates with experience in dredging, harbors, shipyards, or MILCON projects, particularly in roles such as CQC, PM, or Field Engineer with USACE or NAVFAC, are highly desirable. The Field Engineer I-II will ensure project work aligns with contract requirements, engineering standards, codes, and design plans. Responsibilities include managing documentation, tracking permits, assisting with on-site inspections and testing, and supporting material testing compliance. This position requires an open-minded and assertive attitude, willingness to learn on the job, and the ability to follow through on tasks to completion.

Knowledge, Skills, and Abilities:

  1. Construction Project Management Development: Demonstrates growing independence in project management principles, including planning, scheduling, and can apply them to construction projects. This includes the ability to develop and manage project schedules, track progress, and adjust plans as necessary to ensure successful project completion.
  2. Construction Team Management Support: Responsible for strong leadership and effective administrative management of the project team. This role involves working with growing independence and collaboration, assisting with one or more projects.
  3. Construction Cost Management Development: Demonstrates growing independence of contract administration and cost management principles and application to construction projects. This includes the ability to review and negotiate contracts, manage budgets and contract changes, and ensure compliance with contract terms and conditions.
  4. Construction Safety Management: Demonstrates knowledge of construction safety standards and regulations, including OSHA regulations, and ensures compliance on construction sites. This includes the ability to identify potential safety hazards, monitor and report on safety plans, and train QRSE project employees on jobsite safety protocols. Stop work when a major safety violation occurs or when a major construction issue will affect contractual requirements. Discuss proper steps with the contractor and project team.
  5. Construction Quality Management & Technical Competence: Demonstrates knowledge of quality management principles and can apply them to construction projects. This includes the ability to monitor and report on quality control plans, identify mitigate quality issues, and ensure that work complies with project specifications, codes, and industry standards. Manage the process involving all non-conformances. Possesses active certifications and relevant training for job assignment(s). Support material testing that occurs on site and ensure testing is completed in accordance with the specifications and contract.
  6. Construction Risk Management: Demonstrates knowledge of risk management principles and can apply them to construction projects. This includes the ability to identify and assess project risks, develop risk mitigation strategies, and manage project contingencies.
  7. Submittal and RFI Coordination: Skilled in assisting Project Managers in compiling submittals and RFIs, particularly for MILCON projects.
  8. Industry Experience and Software Proficiency: Experience in dredging, harbors, shipyards, or MILCON projects, and proficiency in software tools like Excel, Smartsheets, Aconex, Fieldwire, Bluebeam and P6.

Required Education and Experience: Minimum High School Diploma and 8 years field experience; Inspection certifications within one (1) year (i.e., HDOT MTRB, ACI).

Preferred Education and Experience: Bachelor’s degree in Engineering (civil engineering highly preferred) and 1 year of experience in civil construction management or 8+ years of inspection; Inspection certifications (i.e., HDOT MTRB, ACI).

Supervisory Responsibilities: This position does not have any direct reports.

Work Environment: The Field Engineer I works primarily outdoors at construction sites and may be exposed to weather elements such as heat, cold, rain, wind, etc. They may also be exposed to hazardous materials and noise levels from equipment, machinery, and power tools. Appropriate personal protective equipment is provided and required to be worn at all times.

Physical Demands: The physical demands of this job include the ability to walk, climb, balance, stoop, kneel, crouch, crawl, and reach with hands and arms. They must also be able to lift and move objects up to 50 pounds.

Position Type and Expected Hours of Work: This is a full-time position, with an expected work schedule of 40 hours per week, Monday through Friday. Overtime may be required during certain phases of the construction project.

Travel: This position requires travel to various construction sites, with occasional overnight stays.

Salary: $60,000 - $120,000 BOE
