The Position
The Utility Services and Operations Department is seeking multiple Field Construction/Maintenance Technicians for the Field Operations Division. These openings may be filled at a trainee, or a level 1. These positions operate, maintain, construct, repairs and/or inspect sanitary sewer and storm sewer conveyance infrastructure and associated system components including pipelines, manholes, catch basins, outfalls, culverts, water quality facilities, flow monitors, and rain gauges.
The salary ranges for each position are:
Field Construction/Maintenance Technician Trainee: $58,363.90 - $61,282.10
Field Construction/Maintenance Technician 1: $67,563.51 - $70,941.69
Selected candidates will be placed in the salary range of the level hired at and start at the bottom of the pay range.

Essential Functions
(The essential functions listed below are not intended to reflect all duties that may be assigned to this classification. The District may augment duties and/or essential functions at its discretion. Additionally, some incumbents may not perform all Essential Functions.)
Field Construction/Maintenance Technician Trainee
Performed under close supervision and in a developmental capacity.
  1. Train in maintaining sanitary and storm sewer conveyance infrastructure including pipelines, manholes, catch basins, siphons, culverts, and outfalls using specialized sewer cleaning equipment.
  2. Train in construction, repair, and rehabilitation of sanitary and storm sewer pipelines, manholes, and catch basins, using traditional and trenchless construction techniques. Learn to read and work from maps and construction plans, and assist with performing pipe laying and repairs involving excavations.
  3. Learn to perform preventive maintenance inspections of sanitary and storm conveyance infrastructure; use smoke, air, or dye testing equipment to test for infiltration and inflow. Assist with inspecting pipelines with computer-based TV inspection equipment and documenting pipeline condition.
  4. Learn to maintain storm water quality facilities by removing sediment, mowing, spraying, seeding, pruning, and/or planting.
  5. Learn to install, maintain, and operate flow monitors and rain gauges. Assist with retrieving collected rain and flow data, editing and manipulating into readable formats, and inputting into appropriate areas of District's server.
  6. Train in use safe work practices and follow all District and Departmental safety policies and procedures.

Field Construction/Maintenance Technician 1
  1. Maintain sanitary and storm sewer conveyance infrastructure including pipelines, manholes, catch basins, siphons, culverts, and outfalls using specialized sewer cleaning equipment.
  2. Construct, repair, and rehabilitate sanitary and storm sewer pipelines, manholes, and catch basins, using traditional and trenchless construction techniques; read and work from maps and construction plans; perform pipe laying and repairs involving excavations.
  3. Perform preventive maintenance inspections of sanitary and storm conveyance infrastructure; use smoke, air, or dye testing equipment to test for infiltration and inflow; inspect pipelines with computer based TV inspection equipment and document pipeline condition.

Qualifications
Field Construction/Maintenance Technician Trainee
KNOWLEDGE OF: basic knowledge of materials and equipment used in the public works industry such as sanitary sewer, storm water, water line, street maintenance and repair; basic knowledge of construction and/or maintenance safety procedures.
SKILL IN: use of hand tools and small gas-powered tools; basic use of computer applications.
ABILITY TO: learn to safely operate maintenance and construction equipment such as sewer cleaning equipment, street sweepers, TV inspection equipment, excavation equipment (loaders, trackhoes, and backhoes), dump trucks, and trailers; become traffic control and flagging certified; learn the principles and methods of proper underground facility locating; understand and follow safety practices, policies, and procedures; follow oral and written instructions; establish and maintain effective working relationships with those contacted in the course of work including co-workers, other District employees, and the public; learn, use, and operate work related computer applications; operate effectively in a team environment; communicate clearly and concisely, both orally and in writing.
EXPERIENCE AND TRAINING GUIDELINES:
Any combination of experience and training that would likely provide the required knowledge, skills, and abilities is qualifying.

Experience in assistance with work related to public works, heavy construction, agriculture, landscaping, mobile equipment operation, surveying, field inspections, traffic control/flagging, utility locating, operating mechanical or electronic equipment, or
Trade school, college level or previous employment in engineering or environmental technology, surveying, wastewater technology, construction technology, or related fields, or
High school diploma or equivalent.
CERTIFICATION AND LICENSURE REQUIREMENTS:
Upon selection, candidates must possess and maintain a valid State of Oregon driver's license
Candidates selected must possess the ability to obtain traffic control and flagging certification.
In addition to the certification and licensure requirements listed above, some positions may require the following certification and licensure requirement:
Confined Space Entry certification

EXPERIENCE AND TRAINING GUIDELINES:
Any combination of experience and training that would likely provide the required knowledge, skills, and abilities is qualifying.
At least 6 months of experience in public works, heavy construction, agriculture, landscaping, mobile equipment operation, surveying, field inspections, operating mechanical or electronic equipment.
College level coursework or equivalent in engineering or environmental technology, civil engineering, surveying, geography, wastewater technology, construction technology, or related fields.
CERTIFICATION AND LICENSURE REQUIREMENTS:
Candidates must possess and maintain a valid state issued driver's license at time of hire.
Candidates must also possess a valid state issued Class A Commercial Driver's License at time of hire or have the ability to obtain one within 9 months of hire.
Candidates selected must possess the ability to obtain traffic control and flagging certification.
DEQ Wastewater Collection Systems Operator certification (level I-IV) is desirable.
In addition to the certification and licensure requirements listed above, some positions may require the following certification and licensure requirements:
Competent Person certification
Confined Space Entry certification
Pesticide Applicator's license

Depending on hours worked and duration of the position, temporary employees may qualify for an offer of medical benefits, deferred compensation, and employee discounts. Temporary employees are eligible for sick leave at the rate of .0334 per hour worked upon beginning employment and may carry over up to 40 hours into the next calendar year.
