GENERAL DESCRIPTION:
The Office of State Lands and Investments (OSLI), an agency committed to effectively managing natural resources and funds for current and future generations, is seeking an Assistant Director of our Administrative Services Division. The Office of State Lands and Investment (OSLI), which is an administrative arm of the State Loan & Investment Board (SLIB) and State Board of Land Commissioners (SBLC), comprised of the top five (5) Wyoming elected officials. The Assistant Director of the Administrative Services Division is responsible for all phases of the agency's budget (development, analysis, reporting), agency state and federal fiscal reporting requirements, and the successful operation of three sections within the division: Agency Fiscal Administration, Grants and Loans, and Royalty Compliance.
This position is located in Cheyenne, Wyoming. Cheyenne is a full-service community home to over 60,000 residents. Cheyenne is near four-season outdoor recreation areas, including the Snowy Range and the Medicine Bow National Forest, and home to world-class rock climbing at Vedauwoo. Also, the location provides convenient access to the Colorado Front Range communities, including Fort Collins, Denver, and Denver International Airport. Wyoming is one of only seven states with no state income tax.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level.
  • Serves as a member of the Department's leadership team, which collectively addresses agency challenges and priorities, including but not limited to, the legislative process (fiscal notes, various committee meetings including Joint Appropriations, tracking of proposed legislation and fiscal implementation as required), agency budget and financial management, including the agency Director, Trust Land Management Division, Field Services Division, and the Forestry Division.
  • Responsible for the agency's biannual budget. This includes the development, analysis, and reporting of budgetary information on a monthly, quarterly, annually, and biannual basis to provide accurate and essential expenditure/revenue information, including but not limited, to SLIB, SBLC, state agencies, legislative service office, and federal agencies.
  • Coordinates and supervises the accurate compilation of information related to reporting, publishing, and dissemination of the agency's financial condition on a monthly, quarterly, annual, and biannual basis. Is the agency's main contact to the State Auditor's Office for the Annual Comprehensive Financial Report to provide fiscal information, including but not limited to, schedule of expenditure of federal awards, deferred revenue, agency loan activity, trust land activity, royalty accrual, and various lease activities.
  • Oversees the daily management of the agency's expenditures and revenues, which include various federal financially assisted programs, and grant and loan programs through the development and implementation of financial policy which is based on, but not limited to, compliance with state and federal laws, rules and regulations, and Generally Accepted Accounting Principles (GAAP).
  • Responsible for establishing priorities, goals, and direction of the administrative division, including but not limited to, internal communications, employee morale, and work unit performance to meet the agency's mission.
  • Oversees the establishment, maintenance, and operation of OSLI's financial policies and procedures, including but not limited to payment processing, procurement, cost accounting, revenue recognition, safe guarding of assets, inventory, and SLIB grant & loan programs.
  • Responsible for facilitating the management and accounting for the budgeting, expenditures and income for the agency's financial assets.
  • Administers the development, maintenance, and use of financial procedures related to the operations and maintenance of the section's internal financial revenue and expenditure systems.
  • Coordinates and supervises accurate compilation and reporting of financial data.
  • Meets and consults with other state and federal fiscal managers on financial management issues; reviews and approves grants, contracts and agreements.
  • Reviews board matters for accuracy and presentation to the Director for final SLIB/SBLC consideration. Also prepares various standard agency program reports, including but not limited to, SLIB Grant and Loan programs and Trust Land Revenue reports. Additionally attends board meetings to respond to any inquires.
  • Supervision responsibilities and tasks include, but are not limited to, interviewing, hiring, performing disciplinary actions, assigning work, training and conduct PMI reviews.

Qualifications
PREFERENCES:
Preference may be given to applicants who have experience in using the Wyoming Online Financial System (WOLFS) and the Budget Department's IBARS system.
KNOWLEDGE:
  • Extensive communication, problem-solving and personal interaction skills
  • Knowledge of financial accounting and management at an intermediate to advanced level, including accounting (GAAP) and auditing (GASB) principles
  • Knowledge of financial and organizational analysis
  • Knowledge of political and fiscal structure and process, existing applicable state and federal laws, regulations, policies, and procedures affecting the administration of an agency of state government
  • Strong attention to detail; strong follow-up and follow through
  • Must be a strong multi-tasker and able to organize and prioritize duties
  • Skill in the design, implementation, and administration of fiscal, financial systems, laws, policies, and procedures applicable to the financial management of the agency
  • Skill in management of financial, information and time resources

  • Skill in interpersonal relations
  • Proficient with Google, Microsoft Excel and Word software programs
  • Knowledge of Wyoming's Budget system (IBARS)

MINIMUM QUALIFICATIONS:
Education:
Bachelor's Degree (typically in Finance)
Experience:
3-5 years of progressive work experience (typically in Finance) with acquired knowledge at the level of an Accounting Manager I
OR
Education & Experience Substitution:
6-8 years of progressive work experience (typically in Finance) with acquired knowledge at the level of an Accounting Manager I
