Position Summary:


  • Job Title: FEMA BCA (Benefit Cost Analysis) Specialist
  • Full Time or Part Time: Full Time

  • Compensation: $TDB according to contract
  • Location: Remote with up to 50% travel required.
  • Travel: Up to 50% Travel/deployment and on-site work required.

Mission of Role/Position Summary:

The FEMA BCA (Benefit Cost Analysis) Specialist is responsible for designing and implementing strategies to reduce the impact of natural and man-made disasters on communities and infrastructure. This includes identifying potential hazards, assessing vulnerabilities, and developing plans to mitigate risks. Additionally, this position plays a crucial role in post-disaster recovery efforts, coordinating the restoration of essential services and infrastructure. The position will be guided in all activities by ACDC’s Corporate Values Platform.

Tasks, Duties, and Responsibilities:

  • Collaborate with cross-functional teams to develop and implement hazard mitigation and disaster recovery plans for various projects, ensuring compliance with relevant regulations and standards.
  • Completing preliminary and final FEMA Benefit-Cost Analysis Reviews utilizing FEMA’s most current software for HMA and other programs
  • Use FEMA-approved methodology with supporting documentation to demonstrate cost-effectiveness
  • Composing BCA narratives for applications
  • Evaluate the applicability of FEMA’s pre-determined cost benefits for specific project types
  • Must be able to review engineering studies such as Hydrology & Hydraulic studies to identify pertinent data to use for the BCA in complex drainage type projects or applications
  • Coordinate and manage multiple types of projects at various stages of implementation
  • Interact effectively with local, state, and federal agency officials and staff members in meetings and through written memos, e-mails, formal letters, and telephone conversations
  • Provide attention to detail regarding financial and technical aspects of BCA development including review of contracts, change orders, and, contract cost amendments, etc.
  • Develop BCA Analysis and narratives for applications for Hazard Mitigation Assistance and other programs
  • Provide technical assistance regarding program rules, policies, and procedures including environmental compliance, basic cost-effectiveness, and phasing
  • Review and interpret project-related correspondence, documents, reports, and forms
  • Updating BCAs for cost increases and maintaining status tracking and document filing systems
  • Prepare project files for monitoring/audit reviews
  • Maintain/pursue ongoing knowledge, certifications, training, and subject matter expertise as appropriate.
  • Perform other duties as assigned.

Knowledge, Skills, and Abilities:

  • Creative thinking skills regarding meeting project goals in a timely and cost-effective manner
  • Able to work with numerous deadlines and “trigger” events
  • Able to interpret government publications and regulations as they pertain to project and program BCA development
  • Conduct Local Project Team meetings in person and virtually
  • Benefit-Cost Analysis Experience is required and Grant Management System is a plus
  • Working knowledge of infrastructure and hazards
  • Working knowledge of federal procurement requirements
  • Experience or ability to perform Structural Damage Evaluations
  • Working knowledge of FEMA Public Assistance policies/procedures
  • Ability to effectively communicate both verbally and written
  • Ability to maintain confidentiality with both sensitive customers’ information and internal information
  • Capable of multi-tasking when necessary
  • Ability to work across multiple functions and divisions on various projects
  • Ability to create and maintain relationships with a variety of public and private sector clients
  • Excellent critical thinking, strategic planning, and problem-solving skills
  • Highly organized and detail oriented
  • Ability to remain flexible and adapt quickly to changes in roles, responsibilities, priorities, and projects
  • Ability to work independently with minimal direction

Experience/Education Required:

  • Bachelor's degree in civil engineering, structural engineering, or a related field.
  • 3-5 years’ FEMA BCA toolkit experience working on HMA grants with an emphasis on complex drainage projects, or equivalent experience commensurate with the ability to perform the necessary duties.
  • Working knowledge of civil and environmental engineering principles.
  • Understanding of surface water quality, storm water quality, and storm water management in construction and post-construction settings; watershed assessments, hydrology, and fluvial processes.
  • Familiarity with applicable federal, state, and local rules and regulations (e.g., NPDES/MS4 permits, Clean Water Act, Falls Lake Nutrient strategy).
  • Strong knowledge of relevant codes, regulations, and industry standards pertaining to hazard mitigation and disaster recovery.
  • Ability to write well, distill supporting information in the scientific literature, and communicate technical issues to a wide range of audience.
  • Proficiency in using relevant software tools for structural analysis, risk assessment, and project management.
  • Excellent analytical skills and the ability to assess complex situations and develop innovative solutions.
  • Effective communication and interpersonal skills to collaborate with diverse teams, stakeholders, and agencies.
  • Project management experience, including the ability to manage multiple projects simultaneously and deliver results within deadlines.
  • Demonstrated ability to write technical reports, proposals, and grant applications.
  • Proficient in Microsoft Office 365, particularly Excel.

Experience/Education Preferred:

  • Master's degree is preferred.
  • Professional Engineering (PE) license is a significant advantage.
  • Flexibility and adaptability to work in fast-paced and high-pressure situations.

Expected Hours of Work:

Schedule may vary and require work on evenings and weekends and dependability and punctuality are paramount.

Travel Requirements

  • Up to 50% travel is expected for this position.
  • Deployment to client sites for extended periods of time is required.

Physical Demands

  • Mobility required on-site with clients.
  • Sitting or standing for hours at a time.
  • Ability to work at a computer for prolonged periods of time as needed.
  • Ability to manipulate up to 50 lbs. as needed.

Working Environment

  • All ACDC positions are remote work site positions with the home location agreed upon at time of hire.
  • If the remote work site locations change, ACDC HR must be made aware, and leadership needs to approve any site changes for business registration and payroll tax purposes.
  • All ACDC positions require travel to client sites or for emergency activations/deployments, as requested by leadership.

Additional Qualifications

  • Must be 18 years of age or older.
  • Must pass company and any applicable client background check, ACDC background check, O365 basic skills assessment and reference check upon offer of employment.
  • Eligibility to work in the United States is required.
