Description
The Kentucky Justice & Public Safety Cabinet (KJPSC) is now accepting applications for an experienced, detail-oriented, and motivated individual to join the team as a federally funded time-limited Federal ProgramSpecialist. The chosen applicant will serve as Site Coordinator for SAKI (Sexual Assault Kit Initiative).
Assite coordinator for SAKI, this position will be responsible for program administration, planning, andcoordination pursuant to all applicable law, policy, and federal award grants. This position reports directlyto the Executive Director, Kentucky Criminal Justice Statistical Analysis Center (CJSAC).
As mentioned above, this is a federally funded time-limited (FFTL) position. This means, it is a position thatis paid entirely as the result of a federal grant. The duration of employment shall not exceed the life of thefederal grant that funds the position. An employee appointed to an FFTL position is required to meet theminimum requirements for the classification. Further, an employee appointed to an FFTL position is designatedas an unclassified (non- merit) employee. An FFTL employee is eligible to receive benefits at the same levelas a classified (merit) employee in a permanent position, including family healthcare and/or flexible spendingaccounts, participation in the state retirement system, and optional participation in the deferredcompensation program.
Responsibilities may include, but are not limited to:
  • Represent, plan, and coordinate all KJPSC SAKI Program State Administering Agency matters with theBureau of Justice Assistance (BJA) Federal Program Manager, BJA Training and Technical Assistance provider,Kentucky Office of the Attorney General SAKI Multidisciplinary Task Force, Kentucky Association of SexualAssault Prevention, Sexual Assault Response Team Advisory Committee, other crime victim service providers, andother agencies and entities as assigned.
  • Plan and coordinate all KJPSC SAKI Program matters including but not limited to the following:solicitations, applications, awards, subawards, closeout, accounts payable, accounts receivable, agreements,best practices, budget, cost accounting, education, equipment, electronic records, grant award modifications,inventory, internal controls, monitoring, partnerships, policy and procedure, reporting, risk assessments,statistical analysis, supplies, technical assistance, training, and travel.
  • Plan and coordinate all KJPSC SAKI Program matters relating to information technology, including but notlimited to the following: Automated Standard Application for Payments, Enhanced Management AdministrativeReporting System (EMARS), EMARS Electronic Business Intelligence, Grants.gov, Kentucky eClearinghouse, KJPSCCJSAC website, Office of Justice Programs (OJP) Open Data Platform, OJP Performance Measurement Platform,SharePoint, and The Justice Grants System.
Preferred knowledge/skills/abilities:
1. Prior experience working with law enforcement, prosecutors, crime victim service providers, andnonprofits.
2. Prior experience administering a federal grant as a Recipient.
3. Ability to work collaboratively with public, military, and private sector partners.
4. Microsoft Office Suite literate.
5. Effective verbal and written communication skills.
Minimum Requirements
EDUCATION:Graduate of a college or university with a bachelor's degree.

EXPERIENCE, TRAINING, OR SKILLS:Four years of professional experience in budget administration, grant administration, financial analysis and/or forecasting, statistical analysis, financial auditing, or a related field. Two years of the required experience must include the preparation, research and planning, budgeting, or administration of state or federal grants-in-aids.

Substitute EDUCATION for EXPERIENCE:A master's degree will substitute for one year of required experience.

Substitute EXPERIENCE for EDUCATION:Additional grant-in-aid related experience will substitute for the required education on a year-for-year basis.

Working Conditions
Work typically involves extensive contact with the public. Travel may be required.
