Work is conducted at the office and virtually. Visiting client homes is dependent on COVID-19 restrictions.

 

POSITION SUMMARY:

The Family Support Specialist (titled Home Visitor internally) promotes positive parent-child relationships, supports healthy childhood growth and development, and enhances family functioning with newborns in Clackamas County through home visiting.

 

REPORTS TO:         Healthy FamiliesProgram Supervisor

SUPERVISES:          No direct reports

CLASSIFICATION: Non-Exempt; Represented

DURATION:            40 hours/week; Monday-Friday schedule with early morning & evening work.

PAY GRADE:           D (with Associate’s Degree) – starting range: $24.94

                                  E (with Bachelor’s Degree) - starting range: $28.05

                                  Bilingual add to pay of $.35/hour

We will request a transcript from the successful applicant to determine pay grade placement.

 

ESSENTIAL FUNCTIONS:

  • Provide home visitation and FAMILY SUPPORT services to parents and their children ages 0 to 3 years according to families’ individual goal plans, families’ needs, and each stage of infant development.
  • Effectively work with families and individuals of diverse backgrounds (including but not limited to: families with a history of mental illness, substance abuse, domestic violence, teenage pregnancy, or poverty.)
  • Responsible for regular home visits to assigned families as determined by the supervisor.
  • Administer assessment tools to monitor progress of child development and support positive parent-child interactions.
  • Meet weekly with supervisor for reflective, clinical and administrative supervision.
  • Attend statewide Healthy Families and Growing Great Kids trainings.
  • Maintain real-time, accurate, complete, and confidential records that reflect assessment, services and outcomes.
  • Support parents understanding of child development and parenting skills.
  • Assist families in accessing needed community resources.
  • Work cooperatively and respectfully with team members to contribute to a growth mindset environment.

  • Arrives at work on time, punctually attends and actively participates in all required activities, meetings, and trainings.

  • Be familiar with, and adhere to, position-related policies and procedures as well as the program’s overarching objectives.

 

Code of Conduct:

Perform all work in compliance with the Clackamas County Children’s Commission Code of Conduct.

 

Confidentiality:

Respect and maintain confidentiality of information regarding enrolled children and families, personnel issues, and other program operations as appropriate.

 

Training:

In consultation with supervisor, develop professional work goals and training plan. Participate in training as requested.

Qualifications

JOB QUALIFICATIONS:

Education and Experience:

  • Minimum three years of experience in education or human services preferably providing parent and child development services for families with infants and toddlers in a home visiting capacity. Willingness to obtain additional training as requested.
  • Bachelor's Degree or equivalent in early childhood education, social work or related field preferred.
  • Healthy Families Home Visiting Experience, with completed HV CORE and FIA training preferred.
  • Trained in Growing Great Kids prenatal- 36 months' curriculum preferred.
  • Infant Mental Health endorsement level I or II preferred.

Skills and Abilities:

  • Ability to provide strengths-based, trauma-informed, client-centered services in a culturally responsive manner.
  • Ability to understand and practice warmth, empathy, and genuineness with families' birth to three including those from diverse culture, race, family structure, gender, age, sexuality, ability, religious, and socio-economic backgrounds.
  • Ability to positively interact with staff from various culture, race, family structure, gender, age, sexuality, ability, religious, and socio-economic backgrounds.
  • Ability and willingness to establish trusting relationships and acceptance of individual differences.
  • Knowledge of infant and child development.
  • Being willing and open to reflective practice.
  • We currently have a strong team with Bilingual Spanish/English skills. Bilingual skills are an asset.
  • Proficient computer (MS Office, Databases) and data entry skills.
  • Proficient with hosting virtual small meeting platforms, such as Teams or Zoom when home visits are not possible.
  • Ability and willingness to work cooperatively as a dependable, flexible team member.
  • Possess excellent organizational, written, communication and time management skills.
  • Valid Driver's License and insured vehicle available for use on the job.
  • Ability to obtain, possess, and maintain current First Aid/CPR certification.
  • Ability to obtain, possess, and maintain compliance with State of Oregon Central Background Registry.
  • Ability to pass a health and drug screen
  • In order to best protect children, families, and staff from COVID-19 we require COVID -19 vaccination and booster for all staff, with exemptions for medical, disability, or religious reasons.

WORKING CONDITIONS:

  • Work is usually performed in client homes and in an office environment.
  • Frequent exposure to video terminal and keyboarding.
  • Daily driving in local traffic conditions.
  • In normal work day may bend, squat, and climb occasionally.
  • May lift up to a maximum of 20 lbs.
  • Frequent carrying of objects weighing up to 10 lbs.
  • Frequent walking, standing, sitting including the ability to sit on the floor during home visits to participate in parent-child activities.
