We are looking for a Family First Prevention Program Consultant (Social and Health Program Consultant 4) to join our team to help support and protect children, youth, and families. Together we will work toward the common goal of eliminating child and youth outcome disparities based on race and ethnicity. In 2018, the Family First Prevention Services Act (FFPSA) was signed into law. Family first focuses on creating new opportunities for states to receive federal reimbursements for services that aid in preventing children from entering foster care and improving the well-being of children already in the system. This position will be the content specialist in Family First Prevention case requirements and provide support to ensure we are meeting the requirements of the Act.

The Opportunity:
The Family First Prevention Program Consultant is a critical lead role in the successful implementation of the FFPSA Prevention plan. This position is the designated lead for client eligibility for social services, training of staff who conduct client eligibility assessments, and monitoring of staff and staff processes in meeting state and federal policies and regulations. This position is the regional lead, for overseeing and managing the successful implementation of FFPSA program requirements in multiple programs across child welfare and for the other FFPSA candidacy groups which include candidates in Juvenile Rehabilitation and families receiving prevention services in early learning.
Some of what you'll do:
- Develop and implement statewide FFPSA policies, procedures, and training.
- Provide mentoring, feedback, and consultation on technical issues, concerns, and policies and procedures to staff who conduct assessment, service planning, and investigations in the community and licensed and/or certified settings.
- Advise staff on appropriate assessment and intervention techniques, community and departmental resources, and caseload management.
- Lead planning, development, and implementation of statewide and federally required programs.
- Prepare written and oral reports, documentation, and inter-/intra-agency communications regarding program areas.
- Assess/evaluate, monitor, make recommendations, and plan for family support services.
- Assist with developing, implementing, coordinating, monitoring, and evaluating the statewide DCYF Family First Prevention Services program.
- Establish and maintain collaborative working relationships with other DCYF staff, other state agencies, tribes, stakeholders, and leadership.
- Develop and revise program-specific policies needed to implement statute, address required practice as determined through analysis of data, and support achievement of child welfare outcome goals.
- Conduct quality assurance and case reviews on Family First Prevention cases.
| Required Qualifications:
- One (1) year of experience as a Social and Health Program Consultant 3, or equivalent.
OR - Three (3) years of experience as a Social and Health Consultant 2, or equivalent.
OR - A Master's degree in social work, health or social science, public administration, or a related field.
- Four (4) years of professional experience in planning, administering, developing, or delivering social, financial, health, or chemical dependency treatment services programs.
OR - A Bachelor's degree in social work, health or social science, public administration, or a related field.
- Five (5) years of professional experience in planning, administering, developing, or delivering social, financial, health, or chemical dependency treatment services programs.
Note(s):
A degree in Social Work must be from an educational program accredited by the Council on Social Work Education.
Employees must successfully complete formal training courses sponsored by their division within one (1) year of their appointment.
Degree must be obtained from an accredited college or university whose accreditation is recognized by the U.S. Department of Education and the Council for Higher Education Accreditation (CHEA), or foreign equivalent verified by a NACES-approved organization at naces.org.

- Ability to assess and identify risks in child protection and child welfare practice.
