Job Description

POSITION PURPOSE:

The Facility Security Officer (FSO) and Insider Threat Program Senior Official (ITPSO) will provide expertise, guidance, and advice related to all facility and personnel security clearances and administrative functions. The FSO/ITPSO will also play an integral role supporting the Insider Threat Program Functions include the processing of facility and personnel security clearances via the DISS, DOE and e-QIP systems, understanding of the intelligence community and access requests, administering security awareness training programs and preparing visit requests as well as managing the physical. Lead by example in all aspects of performance, safety, policies, and guidelines. Coach and develop personnel through accountability for performance, actions, and behavior.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Process personnel for security clearance investigations.
  • Brief all employees on their responsibilities for protecting, handling, transmitting, storing, and destroying national security information.
  • Process visit requests of personnel to other facilities and U.S. Government organizations.
  • Assists with the administration of the corporate wide Insider Threat Program.
  • Develop creative educational and training products to disseminate to all employees, its consultants, and subcontractors.
  • Conduct, audits of the access control system and intrusion detection system and notify company's Government sponsor of abnormalities.
  • Establish and maintain physical security procedures for the facility.
  • Develop concepts of operation.
  • Develop and maintain Fixed Facility Checklist.
  • Perform risk analysis and management based on threat reports and changing trends.
  • Maintain various SOPs required by the Department Of Energy and the Department of Defense (e.g., Standard Practice Procedures, Emergency Action Plans, etc.).
  • Conduct annual self-inspections of the security program and report all vulnerabilities to the Program Manager.
  • Investigate adverse information reported and make recommendations to management on disciplinary actions based on the investigation results.
  • Recommends modifications to plant operations as conditions change.
  • Conducts Management Self-Assessments
  • Interviews applicants for department jobs and recommends candidates to department manager for hiring. With department job instructor and safety committee member, conducts orientation of new hires and their safety training on shift.
  • Conducts probationary and annual performance reviews of direct reports and recommends performance increases, retraining, transfer, termination, etc.
  • Applies company employee relations policies in all dealings with employees.
  • Maintains good housekeeping in the department

Supervisory Responsibilities:

  • Effectively communicate daily objectives and oversee training and development
  • Coach and develop personnel in implementing security related requirements according to DOE and DOD Orders, the National Industrial Security Program Operating Manuel, and other applicable Federal Statutes and Regulations.
  • Provide Corrective Action, as necessary, in partnership with Human Resources.
  • Hold personnel accountable for complying with security program and procedural requirements required shift behavior and work performance.
  • Immediately notify the Technical Services Manager in the event of security related issues that affect the safety of site personnel or potentially disrupt site operations.
  • Ensure all essential functions of assigned Security personnel are performed in a safety-conscious work environment.
  • Provide coaching and direction to promote Human Performance Improvement (HPI).

MINIMUM QUALIFICATIONS:

Education and Experience:

  • Bachelor's degree in compatible field with 10 years of experience in Industrial Security (military or civilian).

  • Communication- Ability to communicate clearly and concisely with others using both the spoken and written word, as well as ability to actively listen and comprehend communication from others.
  • Know and demonstrate knowledge of DOE Orders and Code of Federal Regulation as that relate to maintaining compliant Site Security.
  • Prior experience working with DOE.
  • Understanding of the National Industrial Security Program Operating Manual (NISPOM).
  • Proven analytic skills and the ability to establish objectives, formulate plans and processes, and implement solutions.
  • Display strong leadership capabilities and a commitment to safety and quality.

Special Requirements:

  • Must have a current DOE Q Level Clearance or DOD Top Secret with the ability to obtain Q Level through reciprocity.

PREFERRED QUALIFICATIONS:

  • Strong understanding with demonstrable experience in DOE facility and personal security clearance processes and administration including ATS and DISS.
  • Completion of FSO course of instruction.
  • Good analytical and problem-solving skills to physical security, information security, access, and visitor control security issues.
  • Ability to perform and interpret vulnerability assessments.
  • Ability to administer the operations of a security infrastructure.

PHYSICAL DEMANDS:

While performing the duties of this job, the employee is frequently required to stand, bend, perform light lifting, and limited stretching and reaching the employee may occasionally be required to climb stairs, ladders, and stand for extended periods of time. The employee must occasionally lift and/or move up to 50 pounds.

WORKING ENVIRONMENT:

While performing the duties of this job, the employee is frequently exposed to moving mechanical parts. The employee is occasionally exposed to outside weather conditions. The noise level in the work environment is usually moderate.
