The City of Portland Bureau of Environmental Services (BES) is seeking a Facilities Planning Analyst I to join our dynamic team within the Priority Area Planning Division

About the position:
The City of Portland Bureau of Environmental Services (BES) is seeking a Facilities PlanningAnalyst I to join our dynamic team within the Priority Area Planning Division. Within the Strategy and Integrated Planning Group. Priority Area Planning develops integrated plans that assess risks, needs, and opportunities across multiple services, enabling greater equity, efficiency, and affordability through shared solutions.
The Analyst I will primarily support planning for BES facilities that house and serve City staff, such as office buildings and support structures. This work also supports planning efforts focused on wastewater treatment plants, pump stations, and other infrastructure necessary to protect public health and the environment. Work will inform capital projects, policy and programmatic efforts, and operations and maintenance strategies.
This newly created Analyst I position will collaborate with colleagues across the bureau in problem-solving efforts.
As a Facilities Planning Analyst I, you will:
  • Compile and analyze data from a variety of internal sources related to BES facilities, such as space utilization and needs
  • Develop and document processes and procedures in support of planning work for wastewater treatment plants, pump stations and the supporting BES facilities
  • Research best practices and standards for facilities management and planning
  • Summarize findings and develop recommendations to improve processes and inform planning
  • Support long-term planning projects, such as master planning for wastewater treatment and pump station sites
  • Foster an equitable and inclusive work environment through collaboration with colleagues across the bureau

  • Professional experience in reading construction specifications, as-builts, and/or floorplans related to space planning or facility operations.

COVID-19 Vaccine Requirement
As of October 18, 2021, all City employees must be fully vaccinated for COVID-19. This is required for all positions at the City of Portland. Proof of being fully vaccinated is required by date of hire. You may request an exception, for health or religious reasons, from getting the COVID-19 vaccine at the time a position is offered.

Work Location
Many positions within the City are designated as hybrid and currently the City requires you to work in-person one day per week. Beginning in May 2023, most hybrid employees will be expected to perform at least half of their work in-person. City Council approved a human resources administrative rule in January 2023, HRAR - 4.045, requiring employees, including those who are fully remote and hybrid, to perform work within Oregon or Washington. Employees have until May 4, 2023, to be in compliance with the new rule. For more information, click here.

In person work at the Portland Building will be required. In person meetings at other bureau locations will be required, including the Columbia Boulevard Wastewater Treatment Plant.

  1. Knowledge of principles, tools, and techniques for project planning and management and sound business communications.
  2. Ability to collect, evaluate, and interpret data in statistical and narrative form.
  3. Ability to analyze and identify administrative, operational, and organizational issues; evaluate alternatives; provide conclusions and recommendations.
  4. Ability to establish and maintain effective working relationships with a diverse group of colleagues.
