Duties
GS 7/9: The selectee independently will:
- Demonstrate basic knowledge and ability to inspect a variety of utility systems, building conditions, related operational equipment, and grounds maintenance to ensure effective operation.
- Express ideas and concepts both orally and in writing to present analysis and proposals and defend decisions to higher organizational levels.
- Assist with management of contracts from the acquisition planning process throughout the warranty period.
- Review and identify concerns with access to equipment in new buildings and renovations.
- Demonstrate practical knowledge and experience of the building trades involved in the renovation, construction, and alterations of a variety of facilities, as well as knowledge of federal safety and fire safety preparedness.
- Perform facilities maintenance functions and/or alters and maintains contracts, including estimate material and labor costs for a variety of construction and maintenance projects and directing actual work operations.
- Read and interpret scaled design contract drawings and floor plans, blueprints, and shop drawings, as well as ability to understand and think through complex concepts for assessing space requirements.
- Determine cost effectiveness and feasibility of requests in terms of the physical structure of workspace to be altered, constructed, or renovated, to include wall construction, doorways, electrical/telephone outlets, air conditioning, heating, lighting, voltage requirements, etc.

Qualifications
Please note that some of the skill/task areas listed below are specific to certain units and will not disqualify applicants if they do not possess all of the specialized experience.
GS 7: Applicant must have one (1) year of specialized experience (SE) equivalent to the GS-5 grade level:
- Basic knowledge of the theories practices and techniques of space planning and skill in evaluative techniques to identify, consider, and resolve issues or problems concerning facility management.
- Knowledge of arithmetic and statistical practices used to evaluate proposed renovations, acquisitions, etc.
- Performs duties pertaining to the administration of space acquisitions, building operations, maintenance, movement/relocation, warehouse operations, supply delivery, and destruction of confidential trash to determine appropriateness in terms of personnel needs, present space assignment, etc. to determine the max utilization of all spaces and least disruption to employees.
- Prepares and reviews scaled drawings and blueprints, as well as, performs physical structure request reviews to determine feasibility, cost effectiveness and compliance for areas involved which demonstrate the maximum effective space utilization.
- Receives and coordinate requests regarding service, repair, installation and a variety of other functions regarding such matters as electricity, HVAC, lighting, plumbing, carpentry, painting, elevators, equipment and other grounds maintenance. Develops contacts with service companies, vendors, contractors, and General Service Administration (GSA) officials in order to facilitate a variety of requests and proposals. After appropriate authority has been granted, is responsible for estimating, scheduling and completing construction, alterations and repairs to buildings, facilities, equipment, and utilities.
- Periodically reviews preventive maintenance functions to ensure that current, modern industrial methods, techniques, and procedures are employed, and that program is carried out on schedule.
- Coordinates the planning for emergencies associated with wartime mobilization activities, natural disasters, and domestic crises such as transportation interruptions, power and fuel shortages, etc.
- Serves as a technical expert on facilities and building operations. Develops, tracks, measures and implements Facilities Strategic Plan objectives determined by Executive Management plans and proposes repairs, upgrades, maintenance, re-engineering, connectivity capabilities, electronic security, renovations, funding for office furniture and equipment to develop new services and procedures to increase the FBI Facilities Program effectiveness in each area.
- Coordinate all security requirements with FBI Security components and outside vendors to ensure compliance of FBI facilities security requirements. Facilitate and ordinate sensitive compartmented information facility (SCIF) renovation and build out requirements. Coordinate fiscal resources to ensure security compliance of all FBI facilities.
- Assists in developing a budget and monitoring budgetary expenditures and blanket purchase agreements regarding the Facilities Program.
- Reviews, analyzes and evaluates detailed blueprints, layouts, maintenance, alterations, deficiencies, and repairs to determine feasibility, cost effectiveness and compliance with agency rules and regulations to ensure all utility systems are functional and equipment is in top operating condition. Inspection of workspace may result in major alterations beyond the scope of normal repair in which engineering surveys or outside bids will need to be secured.
- Coordinates requests and/or work orders through appropriate internal and external partners.
- Provides guidance and monitors the work of Facilities Operations Specialists at the lower grades in conducting physical inspections. Organizes and attends meetings/conferences with GSA, lessors, or other entities specific to the location, OSHA officials and a variety of building management personnel, to discuss building maintenance, safety and fire regulations, environmental quality, facilities, operations, standards, and other tenant matters.
- Coordinates all applicable facility matters with the Occupational Safety Health Environmental Unit (OSEP). Collaborates with OSEP to ensure that all OSHA rules and regulations are complied with and/or implemented.
- Ensures appropriate personnel are advised of all current safety and fire safety regulations.
Education
All degrees must be from an accredited college or university. Education may be substituted for specialized experience as follows:
Undergrad and Graduate Education. Major Study: Engineering, Industrial Arts, Property Management, or Business Administration.

Memorandum for Record: Work performed outside assigned duties (that would not normally be documented on an SF-50, i. e., back-up duties), has to be documented in detail by an immediate supervisor in order to receive full credit for amount of time worked in that position. If no documentation is furnished no credit will be given for time worked in that position. The following notations must be specified in the documentation (Memorandum for Record):
- Percent of time worked in the particular position (cannot conflict with main duties).
- The month/year work began.
- Frequency worked (i.e., daily, monthly, etc.)
- Specific duties performed.
