FACILITIES MAINTENANCE SUPERINTENDENT
DEFINITION
Under general direction, plans, organizes, directs, and manages the facilities and grounds maintenance and repair functions in the Public Services Department; assists with budget control and management of projects; prioritizes and ensures proper response to work orders; and perform related duties as assigned.
DISTINGUISHING CHARACTERISTICS
This is a management classification for the position which has responsibility for managing the operations and projects of the Buildings and Grounds Division in the Public Services Department.
This is a discrete classification. The incumbent in this management position serves at the pleasure of his/her appointing authority, which means the employment relationship is at-will, and that the County of Lake or the employee may terminate the relationship at any time, with or without cause.
SUPERVISION RECEIVED AND EXERCISED
Receives general direction from the Public Services Director or Deputy Public Services Director. Exercises direct supervision over technical and administrative support staff.
EXAMPLES OF ESSENTIAL DUTIES

  • Plans, organizes, directs, oversees, and participates in the maintenance, repair, and alteration of County buildings and facilities.
  • Directs custodial services and groundskeeping for County buildings, grounds, and facilities.
  • Assists with the development, review, and control of the Buildings and Grounds Division budget.
  • Assists with the development and implementation of the Public Services Department goals, objectives, and priorities.
  • Supervises, trains, and evaluates the work of assigned staff.
  • Assists with the formulation of department procedures and policies.
  • Receives, prioritizes, and assigns work orders, schedules projects, and schedules inspections of completed work for quality and conformance to applicable codes and standards.
  • Conducts periodic inspections of County buildings and facilities to identify maintenance needs.
  • Provides technical assistance to staff.
  • Tracks preventative maintenance needs, assigning work as required.
  • Supervises, trains, and evaluates the work of assigned staff.
  • Assists with the development and preparation of contracts.
  • Administers service contracts for custodial, refrigeration, boiler, generator, and elevator maintenance.
  • Develops and implements special projects.
  • Serves as a liaison with other government agencies regarding county facility development.
  • Makes publicpresentations and meet withcommunity groups.
  • Maintains, updates, and revises plans for County buildings and facilities.
  • Directs the development of and/or develops required reports and records.
  • Performs related duties as assigned.

MINIMUM QUALIFICATIONS
Knowledge of:
  • Principles and practices of employee supervision, including work planning, assignment review and evaluation, discipline, and the training of staff in work procedures.
  • Principles and practices of leadership.
  • Practices, tools, equipment, and materials used in general construction trades.
  • Uniform Building Code requirements and OSHA construction standards.
  • Principles and methods of building and grounds management and maintenance.
  • Heating, ventilating, and air-conditioning equipment used in county buildings and facilities.
  • Principles of mathematics related to the building trades.
  • Safety work practices and regulations.
  • Budget development, fiscal monitoring, and fiscal control.
  • Computers and software used in building and facilities management, development, maintenance, and operations work.
  • Principles of project planning, development, coordination, and direction.
  • Customer service principles and techniques.
  • Written and oral communications skills.
  • Proper English spelling, grammar, and punctuation.
  • Computers and software programs (e.g., Microsoft software applications) to conduct research, assess information, and/or prepare documentation.
  • Principles and techniques for working with groups and fostering effective team interaction.

Ability to:
  • Select and supervise staff, provide training and development opportunities, ensure work is performed effectively, and evaluate performance in an objective and positive manner.
  • Assist in developing and implementing goals, objectives, policies, procedures, work standards, and internal controls for the department and assigned area(s) of responsibility.
  • Plan, organize, manage, and coordinate the maintenance and repair of County buildings and facilities.
  • Perform inspections and identify maintenance and repair needs, developing projects to meet maintenance and repair requirements.
  • Estimate time and material requirements for maintenance and repair projects.
  • Review and interpret plans, specifications, blueprints, and drawings.
  • Perform a variety of skilled maintenance and trades work.
  • Operate hand and power tools and equipment.
  • Develop budgets, maintain fiscal controls, and monitor fiscal records.
  • Read and interpret laws, ordinances, regulations, and guidelines related to facility development and operations.
  • Collect, compile, and analyze technical, statistical, and other information.
  • Direct the preparation and prepare reports.
  • Make effective oral and written presentations.
  • Effectively represent the Public Services Department in responding to inquiries, providing assistance and dealing with the public.
  • Regularly work well under pressure, meeting multiple and sometimes conflicting deadlines.
  • Communicate effectively both orally and in writing.
  • Utilize a computer, relevant software applications, and/or other equipment as assigned to perform a variety of work tasks.
  • Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work.

Medium Work: Exerting up to 50 pounds of force occasionally, and/or up to 25 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
Heavy Work: Exerting 50 to 100 pounds of force occasionally, and/or 20 to 50 pounds of force frequently, and/or 10 to 20 pounds of force constantly to move objects.
Positions in this class may require local and statewide travel as necessary.

Disaster Service Workers: As members of the County of Lake Emergency Services Organization, all Lake County employees are designated as Disaster Service Workers during a proclaimed emergency and may be required to perform certain emergency services at the direction of the department and / or County.

RETIREMENT - County employees are members of the California Public Employee Retirement system (CalPERS). CalPERS provides a defined benefit pension at retirement for County employees. The pension formulas and employee contribution amounts may vary by bargaining unit, date of hire, prior qualifying service, and classification. Please contact Human Resources for more information.
HEALTH AND INSURANCE BENEFITS - Medical, dental, hospital, vision, life and disability coverage is available to employees and their dependents. The County contributes $1,500 of the monthly premiums for the insurance plan options.
VACATION ACCRUAL may be adjusted for current city or county government employees.
VACATION - 80 hours per year during the first five years of service, 120 hours per year after five years, and additional accruals based on years of service beyond fifteen years. Pro-rated for part-time employees.
SICK LEAVE - Accrues at a rate of 96 hours per year. Pro-rated for part-time employees.
HOLIDAYS- An average of twelve paid 8-hour holidays per year. Pro-rated for part-time employees.
