SUPREME COURT OF APPEALS OF WEST VIRGINIA
EMPLOYMENT OPPORTUNITY
FACILITIES DIRECTOR
KANAWHA COUNTY
Starting salary: $95,000
The Facilities Director is a supervisory position that oversees the maintenance and operation of Supreme Court buildings and properties; and also oversees and provides regular reports regarding county facilities utilized by Court employees statewide to ensure safety, functionality, and compliance with relevant laws and regulations. This position plans and manages facility projects, such as renovations, expansions, and/or new constructions; and works as a liaison between courts and county commissions to assist with the same statewide.
Essential Position Duties and Responsibilities:
  • Cultivates and maintains positive relationships with Supreme Court Personnel statewide, the West Virginia General Services Division, and County Commissions to ensure needed repairs and maintenance to court facilities are timely accomplished.
  • Develops, revises, and updates facilities policies and procedures as well as regular and strategic maintenance planning.
  • Prepares, monitors, and manages the Facilities Division budget and resources.
  • Develops and manages RFPs, bids, contracts, and proposals for construction and/or facilities-related services.
  • Schedules and oversees routine maintenance and repairs of building systems at Supreme Court-owned properties, such as HVAC, plumbing, electrical, fire/life safety, etc.
  • Researches statutes, rules, and regulations; and ensures facilities comply with all local, state, and federal laws and regulations.
  • Provides and/or schedules training and development in related areas such as OSHA safety regulations, etc.
  • Hires, trains, and supervises Facilities Division staff and contractors.
  • Negotiates and maintains contracts and agreements with vendors and service providers.
  • Completes all reports for Board of Risk & Insurance Management and investigates property and other claims.
  • Uses WVOasis Financial Management System to oversee statewide Facilities inventory of court property/assets and prepares documents for surplus facility property; maintains furniture needs throughout the court system, as applicable.
  • Maintains confidential paperwork related to court projects, and other sensitive materials, as needed.
  • Performs other duties as assigned.

Minimum Qualifications
Requisite Qualifications, Education, and Credentials:
  • Bachelors' degree in facilities management, engineering, business administration, or related field.
  • Minimum of five (5) years of experience in a facilities management related field.
  • Any acceptable combination of education, training, and experience that provides the candidate with the requisite fundamental knowledge and skills required to perform responsibilities of the job will be considered.
  • Frequent travel throughout state required, often on short notice.
  • Valid driver's license required.
Skills and Knowledge:
  • Knowledge of basic construction practices and procedures; familiarity with facilities maintenance, blueprints, and designs.
  • Proven leadership and management skills.
  • Excellent Communication and interpersonal skills.
  • Strong knowledge of building systems, codes, and regulations.
  • Demonstrated knowledge of energy and sustainability programs as well as the principles of facilities planning, construction and maintenance.
  • Knowledge of architecture, engineering, and construction processes and terminology.
  • Knowledge of Computer aided design CAD software, computer Maintenance Management Systems, and project management software.
  • Proficient in Microsoft Office and facility management software
