    NATURE OF WORK:
    This position is an administrative and operations support position in the Facilities & Fleet Division within the Administrative Services Department. The position provides administrative, organizational, research and operational support under the direction of the Facilities and Fleet Supervisors and Division Manager and is responsible primarily for keeping the Service Center, the Lorraine H. Morton Civic Center and their warehouses, shops, storage areas organized, inventoried, clean and in an orderly condition.
    This position requires the coordination, scheduling and overseeing of Facilities & Fleet Management staff in combination with some hands-on manual and semi-skilled maintenance work to provide general maintenance of the interior and exterior of municipal buildings. Work includes the inventory, ordering, warehousing and distribution of materials, components and products frequently used by Facilities and Fleet staff for maintenance and repairs, ensuring that restrooms and windows are clean, mopped, swept, that trash is removed, sidewalks cleared of dirt, debris, snow and ice, securing the building, recycling, stocking, loading dock operations, deliveries, room set-ups and break downs, including AV equipment, light plumbing, painting, and carpentry, and small repair and maintenance of machines, and operating HVAC thermostats ensuring that the interior and exterior of the Service and Civic Centers are presentable at all times. Employees may be assigned tasks of similar or higher level classifications to gain experience and training in preparation for advancement. Work regularly exposes the employee to cleaning chemicals and dust and dirt. Safety equipment such as hard hats, safety glasses, respirator, gloves, lumbar support, reflective vests, steel-toed shoes, and earplugs are worn.
    ESSENTIAL FUNCTIONS (Specific assignment will include some or all of the following):
    • Organizes, inventories and keeps Facilities and Fleet warehouses, shops and storage areas clean.
    • Prepares and maintains a variety of records and files for Facilities and Fleet purchase and inventory purposes.
    • May assist with Facilities and Fleet material and parts inventories; shops for best prices; orders stock and special parts; calls vendors, collects price estimates and lead times.
    • Delivers and distributes materials and parts to Facilities and Fleet staff.
    • Coordinates repairs and maintenance with outside vendors and contractors.
    • Coordinates coverage of the Service Center building/facility including openings and closings.to make sure it is in compliance.
    • Coordinates the checking and maintaining of safety equipment in the Civic Center and Service Center regularly.
    • Responds to emergency and other calls for service via text message or telephone calls.
    • Coordinates removal of recycling materials from all designated containers throughout the Service Center facility, indoors and outdoors.
    • Maintains an orderly atmosphere and cautions users about conduct and misuse of public property, updating the supervisors of any unsafe conditions or needed repairs.
    • Informs management of the need for major repairs regarding lighting, heating, and physical structure.
    • Removes snow and debris, including litter from the sidewalks and property walkways keeping the premises in an orderly condition.
    • Drives a city vehicle to and from vendors or other city building to pickup supplies materials; loads and unloads vehicles.
    • Makes minor electric repairs to light fixtures, switches, and sockets.
    • Makes minor repairs or assists in unclogging toilets; assists a plumber on installation or repair projects; cleans and maintains all plumbing fixtures.
    • Coordinates and participates in the maintenance of the Service Center building which may include, but not be limited to, minor and routine painting, washing walls and cleaning window treatments, washing windows, dusting/polishing furniture, and minor assembly/repairs of equipment.
    • Moves furniture in and out of rooms; sets up tables, chairs Audio Visual (AV) coffee set-ups and other equipment and supplies for meetings; installs, assembles and disassembles holiday decorations; conducts an annual inventory of furniture and office equipment.
    • Cleans and maintains the interior and exterior of the Service Center including washrooms, lunch and break-room and meeting rooms. Cleans and mops floors. Cleans glass and glasses, replaces light bulbs fills soap dispensers, toilets tissue and paper towel holders. Cleans vents, checks fire extinguishers and performs related work.
    • Orders and maintains inventory of janitorial supplies.
    • Responds to loading dock calls, distributes UPS and other packages throughout the building.
    • Troubleshoots and sets up small electrical and mechanical equipment such as audio-visual equipment.
    • Fills office requisitions for supplies and deliveries.
    • Accepts deliveries of materials.
    • Uses forklift to unload heavy items.
    • Handles deliveries and picks up mail.
    • Assists Facility and Fleet management with their tasks as assigned.
    • Performs other duties as assigned.

    MINIMUM REQUIREMENTS OF WORK:
    • Must possess a high school diploma, GED, or higher and must possess four (4) or more years of work experience with facilities or fleet or related business operations. Possession of a Bachelor’s degree is preferred.
    • Must possess a valid driver’s license and safe driving record.
    • Must be willing and able to pass an in-house Forklift Training within probationary period.
    • Knowledge, skills, and abilities in the following areas:
    • Ability to apply common sense understanding to carry out instructions given in written, verbal, or diagrammatic form.
    • Knowledge of inventory and parts management practices and procedures.
    • Knowledge of parts used in facilities repair and maintenance.
    • Ability to read and interpret parts and service manuals, specifications and diagrams.
    • Ability to make responsible and independent purchase decisions in accordance with established policies and procedures.
    • Ability to stock, organize and track the use of numerous parts and inventory.
    • Ability to accurately maintain administrative, fiscal and general records and to prepare reports and answer questions.
    • Ability to utilize asset tracking/work order software to track daily billable hours and parts utilized by Facilities and Fleet staff using software applications.
    • Ability to communicate effectively, both orally and in writing.
    • Working knowledge of Microsoft Word, Excel and Outlook.
    • Ability to add, subtract, multiply and divide all units of measure; to perform the four operations with like or common decimal fractions; to compute ratio, rate, and percent.
    • Ability to read a variety of safety rules and instructions in the use and maintenance of shop tools and equipment, and methods and procedures in mechanical drawing and layout work.
    • Some knowledge of general cleaning procedures and practices.
    • Some knowledge of safety standards and regulations pertaining to the care and cleaning of buildings and grounds.
    • Ability to operate such equipment as vacuum cleaners, buffer and snow blower.
    • Ability to establish and maintain an effective working relationship with supervisor, co-workers, other employees and the public.
    • Ability to communicate effectively with the public.
    • Familiarity with working with the following equipment: power beater, power sweeper, shake-out machine, forklift, washing machines, pumps, tumble drum, brooms, brushes, mops, floor buffer, snow blower, vacuum cleaner, scrapers, shovels, squeegees, wringers, power blower, scales, steam cleaner.

    PHYSICAL REQUIREMENTS OF WORK:
    Ability to perform heavy manual labor including bending, stooping, and climbing ladders. Ability to exert up to 50 pounds of force occasionally and up to 25 pounds of force frequently.
    Ability to lift chairs and tables, and deliver heavy merchandise to departments.
    Ability to work outdoors, occasionally, in a variety of weather conditions such as extreme cold, high winds, rain, snow, sleet, high temperatures and humidity.
    Frequently exposed to cleaning chemicals, odors, dust and dirt.
    Environmental conditions include performing activities both inside and outside; no environmental hazards indicated.
    SUPERVISION:
    Work is performed under the general supervision of the Facilities and Fleet Supervisors. Assignments may vary from season to season. The employee receives daily projects and assignments. Instructions, either verbal or written, are in the form of the work to be completed, with the employee responsible for completing the work independently and according to City work rules and safety regulations. Work is checked through observation of work performance and upon project completion, and also reviewed through meetings, verbal and written communications. Guidance is provided through rules and regulations, policies and procedures, Unified Work Rules, Union Contract, Personnel Rules and OSHA. Work is evaluated at least annually for the safe and skilled operation of equipment, quality of tasks, adherence to work rules, and performance in accordance with classification standard.
    PUBLIC CONTACT:
    The employee has regular contact with the general public and other City employees to answer general questions, set up meeting rooms, and describe general maintenance problems.
