Position Overview:
The Facilities and Fleet Director is responsible for overseeing the daily ongoing and long-term maintenance of the Agency's Facilities and vehicles. Responsible for supervision of the Agency's security and Maintenance Department. Plan and implement training and safety workshops for the safety and maintenance personnel.
Essential Duties and Responsibilities:
- Responsible for identification of building problems and needed renovations by providing oversight of staff in all areas of facilities management.
- Oversees procurement of furnishings, equipment and outside facility services. Ensures fixed assets are managed to maximize service life and utility.
- Oversees renovations by HCA staff and outside vendors.
- Performs on- site facility audits to assess and evaluate conditions, make recommendations for improvements, and offer solutions to achieve cost-effective operations.
- Assesses and monitors condition of furnishings, floor coverings, safety equipment, and general facility cleanliness.
- Effectively assist and/or direct general maintenance and repairs as well as assist with special projects related to facilities to complete in a timely manner or as necessary.
- Acts as liaison with federal, state and local agencies, companies and contractors, architects, and HCA staff and administration on all matters affecting facilities management.
- Establishes relationships with outside vendors and maintains updated list of vendors and outside contractors for construction jobs, furniture, carpeting, equipment purchases, landscaping, etc. Ensures quality control is maintained by continuing to evaluate services provided.
- Develops preventative maintenance programs and long-range and annual facility planning, and communicates plans.
- Implements and oversees facility management computer-based inventory and work order tracking information system that meets departmental needs. Reviews logs and records to maintain positive control of work flow and progress of work.
- Responsible for training and development of skilled work force within department.
- Ensures work order requests are received and prioritized, and jobs are assigned to efficiently and economically meet reasonable time frames.
- Interprets and assures compliance with all city, state and federal regulations concerning environmental protection and health and safety regulations, including OSHA, fire codes, building codes, city ordinances, etc.
- Selects products, parts, fixtures and materials that meet operating needs of all programs.
- Ensure efficient and effective process of vehicle and equipment repairs. Maintain vehicle fleet by determining a schedule for inspection on a routine basis. Determine a schedule for vehicle replacement and locate and negotiate suitable replacement vehicles.
- Responsible for design and implementation of appropriate policies and procedures to effectively ensure safety and Fleet operation initiatives are maintained.
- Interprets and assures compliance with all city, state and federal regulations concerning environmental protection and health and safety regulations, including OSHA, fire codes, building codes, city ordinances, etc.
- Guides the development of plans of corrective action for environmental and life safety deficiencies cited in internal and external audits.
- Assists with development of evacuation and emergency response plans, and ensures internal security of environment and its surroundings.
- Develops facility and equipment budgets, stays within approved budgetary guidelines, develops cost- effective solutions, reports costs, and projects/analyzes future building-related expenditures.
