Obsidian Solutions Group (OSG) is seeking a C2/IM Analyst for the External Elements (EXELMS) section of MSTP to provide C2/IM expertise in the development and execution of MEF/MEB-level exercises. The successful candidate will have a well-rounded background in joint military operations, understand how a MEF/MEB supports the joint fight, and critical information exchange requirements needed to ensure effective information flow between organizations. They will assume the lead in the integration of C2 systems to support Fires, Logistics, Air, and other operations and will be responsible for producing exercise planning products, to include COCOM/JTF/Fleet-level operation orders related to C2/IM. During exercise execution, this position will play a critical role in the J/G/N-3 section of the Higher and Adjacent Headquarters staff and will advise active-duty and reserve officers on the execution of the exercise to ensure all training objectives are met.
The mission of the MSTP is to provide training in MAGTF across the range of military operations, within the context of a Joint and/or Combined Task Force environment, to improve the warfighting skills, with the main effort of providing training and support.
Essential Duties and Responsibilities
- Collaborates with uniformed military and contractor counterparts in the design of Information Management Plans for simulation-driven and scripted training exercises for MEF/MEB-level MAGTF Staffs. Creates and edits documents, analyzes problem areas, and collaborates on feasible solutions.
- Identifies Information Exchange Requirements and develops the Higher and Adjacent Headquarters Information Management Plan in support of MAGTF level exercises.
- Understands the capabilities of C2 systems and plans for the employment of these systems as a confederation of systems that will constitute a C2 system.
- Plans and develops policy for the use of collaborative tools for the sharing of information and authors applicable chapters and enclosures to Exercise Agreements and Planning Books in support of the overall exercise design and training audience operational planning.
- Collaborates with Security Managers and Foreign Disclosure Officers in the development of Information Management Plans.
- Attends conferences and meetings at the resident site and other locations off site; acts as a C2/IM working group Lead as part of an exercise design team.
- Participates in and conducts reviews and structured walk-throughs of exercise design and training events, operation orders and plans and JTF/component command level battle rhythm events.
- Assists the MSTP IMA Detachment with exercise planning and preparation, systems training/familiarization, role-playing responsibilities and the execution of the Higher and Adjacent Headquarters Information Management Plan.
- Adjusts work hours as necessary to support extended work hours in support of 12 to 24-hour continuous operations during events.
- Provides inputs and participates in Final After Action Reviews and structured walk-throughs of events, operations orders and plans, and information gathering requirements.
Required Skills/Qualifications
- Possesses detailed and functional knowledge of the Marine Corps and joint/combined Planning Process and Marine Corps and joint doctrine related to C2/IM.
- Mid-level staff planning experience in Joint Operations Planning Process and/or the Marine Corps Planning Process at a JTF, MEF, MEB, Division, Wing, or MLG staff.
- Experience writing applicable C2/IM orders in the USMC and Adaptive Planning and Execution (APEX) format.
- Completion of an appropriate level of professional military education such as Expeditionary Warfare School or Command and Staff College.
- Knowledge of, and operational experience, deploying and employing ground combat, aviation, supporting arms, and combat service support units and related equipment.
- Knowledge of, and operational experience, with military doctrine, tactics, and command relationships at the operational command level.
Desired Skills/Qualifications
- Mid/Senior-Level – Bachelor’s Degree or equivalent w/ 15+ Years Direct Relevant Experience
- Proficiency using MS Word, Excel, Adobe, and Outlook skills.
- Strong verbal, written, interpersonal, communication and presentation skills.
- Basic knowledge of MAGTF Tactical Warfighting Simulation (MTWS)
Physical Requirements and Work Environment
- Normal Office Environment
Travel
- 10-15%, mainly to Camp Pendleton, CA; Camp Lejeune, NC; Camp Courtney, Okinawa, Japan
