How you can make a bigger difference:
Every day, the Jewish Board’s Adult and Family Residential Division provides safe and secure housing for 1,200 adults living with a mental health condition and 200 survivors of domestic violence.
Our Adult Residential programs support adults living with a mental health condition to live in the community with as much independence as possible. Using a non-judgmental harm reduction approach, staff model and guide residents to create and meet personalized recovery goals, to develop independent living skills, and to live in a healthy and secure manner. Our work is guided by principles that emphasize the critical importance of stable housing, utilize a culturally competent lens, and emphasize the dignity and legitimacy of each individual’s journey.
Our Domestic Violence shelters are safe, warm and welcoming communities where each survivor and her/his children begin to make the transition toward a life without violence. Using a non-judgmental, trauma-informed approach, staff guide residents in creating and meeting personalized goals, to stabilize their families, to develop independent living skills, and to plan effectively to be able to live in a healthy and secure manner.
Reporting to the Chief Program Officer, the Executive Program Director (EPD) has overall clinical, operational and administrative responsibility for the Adult and Family Residential Division. The Jewish Board’s Adult and Family Residential Division serves approximately 2,600 individuals annually and has an annual revenue of 60 million dollars. The Adult and Family Residential Division includes OMH, DOHMH, HRA, HUD, and OCFS housing and services in the Bronx, Brooklyn, Manhattan and Queens. The Divisional EPD provides leadership that results in safe and secure housing, top-of-line quality resident services and supports, robust and effective operations, fiscal viability of product lines, division-wide compliance with multiple complex regulations and requirements, and an integrated, collegial, talented and engaged workforce. The EPD provides the vision and execution to ensure that the agency’s residential services respond to the changing needs of clients, families and funders. The EPD develops a skilled and effective divisional leadership team and is a member of The Jewish Board’s Senior Leadership Team. Some responsibilities include:

• Provides vision and execution to develop and provide housing and residential services that meet the needs of clients in an ever-shifting community and regulatory environment. Articulates that vision clearly and persuasively for key stakeholders including current and potential clients, staff, board members, regulators, funders, and other strategic partners.
• The EPD leads a comprehensive transformation of the residential programs from a collection of regionally-based individually-managed programs to a division with standard policies and practices and consistent clinical and operational results.
• Direct supervision of Senior Directors and Central Clinical and Operational Directors/Coordinators. Provides leadership and direction to staff and develops talent. Provides guidance and oversight for all divisional hiring, compensation, evaluation, and termination processes.
• Ability to understand and develop fiscal and clinical service models for supportive housing, DV shelters, and other residential services that respond to the current and emerging needs of clients and payers such as service contracts, pay-for-performance, case rates and specialized group plans like HARPs.
• Ability to develop new housing opportunities, including accessing funding and working with real estate developers and management companies.
• Accountable for the overall quality of care for relevant agency programs, ensuring high clinical standards are met (as evidenced by independent program reviews, positive client outcomes and low numbers of adverse events)
• Strong steward of agency resources as evidenced by programs meeting productivity and utilization goals and delivering financial results in line with or exceeding budget targets.
• Develops annual budgets and performance improvement goals/timelines
• Accountable for the overall compliance of the programs and developing or sustaining systems that ensure compliance to regulations, standards of care, billing requirements, accreditation standards, and ethical and legal practice standards.
• Works closely with internal Jewish Board departments (Compliance, Fiscal, IS, Clinical Applications, One Call) and clinics to achieve and monitor goals and to continually improve the business performance of the clinic programs.
• Collaborates with Facilities Management and Real Estate Departments to ensure responsible management of leased and owned properties and apartments.
• For the areas of service responsibility, functions as a principal representative of the agency to the community, government, coalitions, trade associations and funders in conjunction with other senior leadership of the agency.
• Ability to maintain the integrity of the agency’s reputation with the public, regulatory authorities, and business clients.
• Ensures relationships with partners and community representatives/groups are established, developed and maintained; cultivates and maintains relationships with State and regulatory bodies, as well as with Jewish Board programs/departments and community organizations, partners and coalitions
• Utilizes data to inform planning, service delivery and overall management
• Other duties as assigned by the Chief Program Officer

TO QUALIFY:
The Jewish Board is currently looking for talented professionals of all cultures, religions, races, and gender expressions with the following qualifications:

• Master’s degree in a relevant field required, including but not limited to an MBA or clinical Master’s degree
• Minimum of 8 years in a senior leadership position in a housing, mental health, substance abuse, social service or similar organization
• Demonstrated track record of successfully managing delivery of housing or human services at a large scale
• Significant experience in change management with proven business and clinical results
