Job description

POSITION:Executive Director of Financial Services
EXEMPT STATUS: Exempt
NUMBER OF DAYS: According to district approved calendar
DEPARTMENT: Financial Services
REPORTS TO: Chief Financial Officer
SUPERVISES: As assigned
EDUCATION:
  • Bachelor's degree in accounting
  • Master's degree in business or education administration preferred
  • Texas Association of School Business Officials certification or CPA certification preferred

EXPERIENCE:
  • Three years of school business

POSITION FUNCTION/PURPOSE
Assist the Chief Financial Officer in directing and managing the operation of all financial and business affairs of the district including, but not limited to, district investments, cash flow, budgeting, accounting, procurement, payroll, activity funds, warehouse and distribution services, and related data processing services. To provide managerial direction and coordination under board policy guidelines to several key district functions. Provide leadership to achieve cost-effective practices throughout the district.

ESSENTIAL FUNCTIONS
Instructional Management
1. Ensure that business operations are supportive of the instructional goals and objective of the district and the attainment of the campus performance objectives (academic excellence indicators).
2. Work closely with the instructional division to evaluate the effect of expenditure policies on the effectiveness of the various instructional programs and to recommend necessary changes in formulas and procedures.
School/Organization Climate
1. Provide for an effective two-way communication with staff, community, media, and board.
2. Develop and maintain positive staff morale within the business office.
3. Ensure the coordination of the services of all departments and the finance office.
School/Organization Improvement
1. Continuously evaluate the efficiency and effectiveness of the accounting, payroll, budget, purchasing, warehouse, & print shop services and to give leadership to the development of short- and long-range plans to improve the effectiveness and cost efficiencies of these services.
2. Work with district personnel in projecting student enrollments, staffing needs, building and facility's needs, energy needs, capital equipment needs, and other cost items for district and individual school improvement.
Personnel Management
1. Define and evaluate job performance expectations of direct reports.
2. Develop training options and/or improvement plans in the development of staff to ensure the best operation of the department.
Administration and Fiscal/Facilities Management
1. Keep the Chief Financial Officer informed on the business affairs of the department and district.
2. Keeps the Chief Financial Officer informed of and complies with all state and district regulations and policies concerning public education business administration.
3. Serve as the Chief Financial Officer's designee to invest the district's funds in a manner that facilitates the district's cash flow needs and maximizes return in accordance with applicable law and local board policy, and prepare investment schedules and financial projections.
4. Establish and maintain working procedures with auditors and the bank depository, including the preparation of the bank depository bid and contract specifications.
5. Establish procedures for federal fund applications, reports, and audits.
6. Assist the Chief Financial Officer in providing leadership and management for accounting, construction management, tax collections, budget, bond issues, debt management, and investment programs.
7. Compile district, campus, and program budgets and cost estimates; review and submit financial reports.
8. Assist the Chief Financial Officer in the direction of the district's accounting, payroll and budget responsibilities and programs.
Student Management
1. Demonstrate support for the district's student management system and expected student behavior related to operational aspects of the district (food services, classroom facilities, etc.).
School/Community Relations
1. Articulate the district's mission to the community and solicit its support in realizing the mission.
2. Interpret school business procedures and policies to school district personnel and to the public.
3. Demonstrate awareness of district/community needs and initiate activities to meet those identified needs.
Professional Growth and Development
1. Formulates, with the Chief Financial Officer, an annual Executive Director of Finance Professional Development Plan.
2. Observe professional and ethical standards, in accordance with generally accepted community standards and the Texas Education Agency code of ethics.
3. Use information and insights provided through assessment instruments, district appraisal process, evaluative feedback from line supervisors, and professional development programs to improve performance.
4. Provide leadership in addressing challenges facing the profession; pursue professional development activities; disseminate ideas and information to other professionals.

QUALIFICATION REQUIREMENTS
1. Advanced technical knowledge of business or school finance, budgeting and accounting systems
2. Ability to manage and coordinate diverse district functions through subordinate supervisors
3. Working knowledge of data processing systems and financial applications
4. Excellent communication skills desired
5. Ability to work well with a diverse population

The noise level in the work environment is usually moderate. Must be able to maintain emotional control under stress. Occasionally required to travel to facilities within the district. May be required to work after school and weekends.
