Position Summary*
Reporting to the CEO/President the primary purpose of this position is to plan, direct, and control the financial plans, policies, and affairs of the Housing Authority of Baltimore City (HABC). The Chief Financial Officer directs and has overall management responsibility for all accounting, budgeting, financial management/analysis, risk management, and procurement functions for HABC.

Major Duties*
- Establishes major economic objectives and policies for the Housing Authority of Baltimore City (HABC).
- Oversees and directs the financial operation and annual budgets of HABC, to include Finance and Accounting, Payroll, Fiscal Operations, Budgets 8 Grants Management, Analysis,
- Procurement, Risk Management, Financial Management, special program budgets, Capital budgets, Operating budgets, Section 8 funds, and Hope Vl funds. Oversees financial forecasts and proposed fiscal plans. Develops budgetary and financial policies and procedures, and reviews those proposed by Directors and by other management units for HABC.
- Directs HABC functions of Finance, Accounting, Procurement, and Budgeting in providing and directing procedures and systems necessary to maintain proper records and to afford adequate accounting controls and services for payments, expenditures, and receivables within the Authority's approved budgets.
- Interprets general operating results as they affect the financial aspects of the Authority. Plans, makes specific recommendations to the Commissioner and Board of Commissioners, and directs new operational programs, policies and procedures to obtain optimum efficiency and reduced costs. Ensures that direction on risk control issues is provided.
- Directs and coordinates the Authority's financial affairs according to sound financial principles, Generally Accepted Accounting Principles (GAAP), and City, State, and Federal government regulations. Assures compliance with HUD and City of Baltimore Department of Finance regulations.
- Appraises the organizations' financial position and directs the preparation of periodic financial and operating reports, which outline the Authority's financial position in areas of income, expenses, and earnings based on past, present, and future operations.
- Makes or approves hiring, promotional, disciplinary action, and termination decisions within the Financial Services Division.
- Oversees and signs off on all audits of HABC, its affiliates, and its blended component units (BCU) project entities.
- Manages HABC Treasury function, to oversee and manage its cash positions and oversees and approves all HABC investments.
- Provides support to President of HABC’s development affiliate, BAHD, in all aspects of HABC’s housing development programs, including all project financings.
- Serves as Treasurer of HABC’s affiliate entities and reports to their respective Boards in that capacity.
- Serves on HABC’s pension committee and as such oversees HABC’s annual GASB-87 reports and plans and oversees pension fund commitments.
- Responsible for maintaining the Authority’s Issuer Credit Rating (ICR) annually.
- Oversee process to ensure SAP rating is updated and favorable annually.
- Review and implement procedures to ensure adequate internal financial controls.
- Research new accounting and reporting requirements that impact the agency and recommend policies, procedures, and/or practices that are necessary to ensure compliance.

Minimum Education, Training and/or Experience*
Bachelor’s degree in accounting, finance, or related field(s). A minimum of ten (10) years of experience in budget analysis, purchasing, and accounting, with at least seven (7) years in a supervisory position and three (3) years in an executive level position. Master of Business Administration degree preferred. Certified Public Accountant preferred. An equivalent combination of education and experience may be considered.

Pay: $179,190.00 - $195,000.00 per year
