Fire Chief, Waller-Harris County ESD 200
General Statement of Responsibilities:The
ESD Director / Fire Chief is responsible for the day-to-day administration and management of affairs placed under their authority as provided by the Waller-Harris County Emergency Services District 200’s Board of Commissioners.

Expected Performance Standard:Employees at all levels are expected to demonstrate the highest level of ethics, leadership at all levels, and effectively work together to meet the needs and expectations of the community and the department through work behaviors that support and align with Waller-Harris ESD 200’s vision, mission, values, goals, and objectives.
Essential Job Functions:- Provides strategic leadership and direction to both internal departments and various service providers.
- Confers and provides direction to department heads concerning administrative and operational goals, objectives, policies, procedures, and problems.
- Responsible for day-to-day District operations, including working closely with the heads of the district’s contracted service providers; assessing fire threats; coordinating operations during severe weather; coordinating response to natural disasters; making staffing adjustments as conditions dictate; and ensure District’s operational goals and statutory duties are met.
- Oversees preparation of annual District budget, including making recommendations on contracted service providers’ budgets, capital purchases, and other major budget related items
- Oversees District expenditures.
- Oversees and submits reports to the Board of Commissioners of financial, administrative, and operational activities.
- Ensures accurate reflection of the District's current financial status to the Board of Commissioners.
- Directs investigation of complaints and necessary corrections of abuses regarding District services
- Represents the District in the community, at professional meetings, and assists contracted service providers with annual public events at schools, public meetings, etc. with the goal of providing public outreach and to increase District name recognition.
- Oversees the District’s Strategic Planning and Community Risk Assessment.
- Develops succession planning to ensure continuity of operations.
- Builds a culture of trust by operating with integrity, transparency, accountability, sharing of information, and by being receptive to input from all members and citizens.
- Adheres to all applicable rules, laws, ordinances, and governmental regulations.
- Promotes a vision of excellence, establishing credibility and consistency in the delivery of services.
- Attends conferences and meetings to keep abreast of current trends in the field.
- Expected to be available and/or reachable twenty-four hours per day, 365 days per year, with the exception of scheduled leaves of absence and/or scheduled vacation time.
Required Knowledge and Abilities:
Required Knowledge
- Thorough knowledge of modern fire suppression and prevention and emergency medical services, principles, procedures, techniques, and equipment.
- Management principles and methods, including strategic leadership, planning, goal setting, program and budget development and implementation, project and employee management related to the management of all District functions.
- Demonstrated strength in finance/budgeting, economic development, and negotiation skills in a public or non-profit setting.
- Understanding of applicable legal guidelines and standards affecting ESD administration.
- Understands and has experience with combination departments that have volunteer and career fire with EMS.
- Acknowledges the importance of recruiting and developing a workforce that values diversity and is reflective of the community.
- Understands service leadership, empathy, and has strong interpersonal skills.
- Experience and proficiency with Microsoft Office products and other administrative software.

Physical Environment:- Performance of essential functions will most often be performed in the office and will involve sitting for prolonged periods of time.
- Some tasks require the ability to communicate verbally and in writing.
- Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading.
- Lift up to 10 pounds at a time and occasionally carry files / small tools; occasionally lift and/or move up to 100 pounds.
Required Education and Experience:- A bachelor’s degree from an accredited college or university in Public or Business Administration, Fire Services, or related field
- A minimum of twelve (12) years of combined experience in Fire Operations and EMS including a minimum of five years in a Battalion Chief’s position or higher.
- At least three (3) years of high-level executive experience in leading an organization of a similar size and complexity.
- An equivalent combination of higher education, certification, and experience may be considered.
- Paramedic Certification (preferred but not required)
Required Certifications:- Texas Commission on Fire Protection (TCFP)
- Master Structural Firefighter
- Driver Operator Pumper
- Fire Officer IV
- Fire Instructor II
- Head of Department – Suppression Certificate (or obtain within 6 months of hire)
- Must possess or acquire within the first six (6) months of employment NIMS Certifications
- 100, 200, 300, 305, 400, 700, 800
- ICS System
- Must possess or acquire within the first six (6) months of employment Blue Card Incident Command
Additional Requirements:- Requires successful completion of pre-employment background check.
- Requires successful completion of pre-employment drug and alcohol test.
- Must reside within 30 minutes of the district’s boundaries within 30 days of employment.
