GENERAL SUMMARY
Salary: $21.24/hr. minimum - $26.023/hr. midpoint (Depending on qualifications)
Responsible for assisting the Equipment Services staff with a variety of administrative and operational functions, including, but not limited to: Daily mechanic shop operations, financial management, budgeting, fleet asset maintenance, replacement and disposal, and fleet management software administration.
SUPERVISION
General supervision is provided by the Manager of Equipment Services
ESSENTIAL DUTIES AND RESPONSIBILITIES
  1. All behaviors comply with the Code of Conduct & Rules of Behavior outlined in Chapter 8 of the General Government Policies and Procedures Manual.
  2. Perform fleet analyses and research for the Equipment Services Division, particularly in the areas of cost management, vehicle replacement schedules, performance benchmarking, action plan tracking, and vehicle standards.
  3. Assist in the development, coordination, compilation, and monitoring of the operating and project budgets and associated summaries including, but not limited to; researching revenues and divisional budget expenditures; and providing reports to management.
  4. Assist in the preparation of agenda items as required for the City Council to provide financial reporting.
  5. Assist staff in the daily operation of mechanic shop related to opening and closing of Work Orders, communicating effectively to relay information about asset repair status, and acting as a general liaison between Equipment Services and other City Departments.
  6. Assist in the development of productivity measurements to simplify and/or improve processes, determining performance standards by tracking and trending fleet data.
  7. Administer the online auction process for fleet disposals.
  8. Become skilled in the management of the City's annual fleet replacement program including developing vehicle and equipment technical specifications, reviewing vehicle replacement plan, recommending program changes, prepare and process purchase requisitions relating to contracts, order tracking and payment processing.
  9. Develop "scope of work" specifications for vehicle and equipment RFPs for multi-year purchasing contracts.
  10. Assist in obtaining vehicle and equipment quotes from vendors per specifications, coordinate equipment demonstrations with operating departments, ensure vehicle purchases are in compliance with contract requirements.
  11. Assist in the purchase, delivery and maintenance of vehicles and equipment, including any related Tax Office procedures.
  12. Troubleshoot fuel station hardware malfunctions using diagnostic tools; provide corrective maintenance and manage vendor repairs; schedule preventative maintenance on fuel station equipment.
  13. Assist IT and vendor engineers in maintaining functionality of fleet software systems. Act as the Division's Faster Fleet Management Software backup administrator.

MINIMUM JOB REQUIREMENTS
EDUCATION
High school diploma or GED equivalent.
EXPERIENCE
Two years of progressively responsible experience or equivalent in development of vehicle and equipment specifications and operation and maintenance of a fleet fuel program.
Requires one year of general office experience to include: one year of providing customer service and six months of data entry.
Experience using fleet management software or related experience entering work orders is preferred.
Prior customer service in an automotive or municipal fleet department is also preferred.
LICENSES AND CERTIFICATES
Possession of a valid driver's license.
Acquire an Underground Storage Tank (UST) Facility Class A and B Operator License within 6 months of employment.
WORK SCHEDULE
  • Monday through Thursday 7:00 a.m., to 4:30 p.m.
  • Employee will also work every other Friday from 7:00 a.m., to 3:30 p.m.
  • Employee will have 30 minutes for lunch

Full Time Employees:
The City of Mesquite offers the Zero Premium, Employee Only Benefits under the following plans: High Deductible Medical Plan, HMO Dental Plan, Vision Plan, and Life Insurance.
The City is self-insured and offers a choice of four medical plans: HSA, High Deductible, HMO, PPO, and EPO Medical Plans through Blue Cross Blue Shield of Texas. Employee medical coverage goes into effect the first day of the month following 30 days of employment. Coverage is available to all full-time employees at group rates. Employees enrolled in the City's self-insured medical plan also have access to the Mesquite Employee Health Center (MEHC) clinic and pharmacy.
The City offers three dental plan options: a managed plan (DHMO), an indemnity plan (DPPO), an enhanced indemnity plan (DPPO Enhanced). Coverage is available to all full-time employees at group rates.
The City offers free Vision Insurance to all employees. Dependents can be added for an additional fee.
Basic Group Life Insurance protection is provided to eligible full-time employees in the amount of two times the annual salary as recorded at the beginning of each year. The following voluntary benefits are available to full-time employees: Supplemental Life, AD&D Insurance, Cancer Insurance and Long-Term Disability
Texas Municipal Retirement System (TMRS): All employees appointed to positions designated to work 1,000 hours or more per year must participate in the TMRS. TMRS is a qualified tax-deferred retirement plan under Section 401 of the IRS. Seven (7) percent of gross earnings are deducted each payroll as a pre-tax deduction and deposited into the member account. When an employee becomes vested and retires, the City provides 2-to-1 matching contributions.
Other benefits include Social Security, Tax Saver Program (Section 125 Flexible Spending Account), Deferred Compensation Plans, Direct Deposit, Paid Holidays, Paid Vacation, Sick Leave and Personal Leave.
