BASIC FUNCTION:
Under the direction of an assigned supervisor, maintain, diagnosis, repair and adjust a variety of gasoline and diesel-powered grounds maintenance equipment.
The examination process will consist of a competitive evaluation of qualifications based on a review of the Application and the Supplemental Questionnaire; therefore, it is to your advantage to provide as much detailed and relevant work experience as possible. Example of Duties
ESSENTIAL DUTIES:
Maintain, diagnose, repair and adjust a variety of small and large gasoline and diesel powered grounds maintenance equipment; perform major repair of two and four cycle engines on mowers, tractors, backhoes, loaders and other equipment.
Maintain and repair large and small fleet vehicles including three-axle and single-axle drivelines, engines, transmissions and other systems.
Diagnose, rebuild and maintain hydraulic systems; repair and rebuild cylinders, pump lines, tools spool valves, hydrostatic pumps and transaxles, motors and other related equipment.
Maintain, repair and rebuild utility and automotive trailers; repair and maintain single and double axle, dual and triple tandem trailers; repair surge and electric brake systems; maintain and repair cold water, airless paint sprayer, generators and chargers.
Perform preventative maintenance and tune-ups to equipment and tools; replace tires, bearings, plugs and filters; clean, sharpen and adjust mower cutting reels, blades and bed knife.
Fabricate weld and repair parts; utilize gas, electric, arc and wire feed welding.
Perform maintenance, repair and adjustments to mechanical and electrical attachments to power grounds equipment; troubleshoot, identify and repair electrical malfunctions of grounds equipment and attachments.
Requisition parts and supplies and maintain inventory; maintain repair shop in a clean, safe and orderly condition.
Operate a variety of grounds maintenance tools and equipment including power and hand tools, reel and bed knife sharpeners, hydraulic press, drills, grinders, compressor, mowers, gauges, meters, impact tools and a variety of grounds equipment; operate heavy grounds equipment as needed including a tractor, gang mower and loaders.
Maintain routine records related to equipment maintenance and repair activities, inventory levels, parts used and cost condition of equipment.
Typical Qualifications
KNOWLEDGE OF:
Methods, materials, tools and equipment used in the repair of small and large grounds maintenance equipment and vehicles.
Operation, maintenance and repair of small and large gasoline and diesel powered grounds maintenance equipment and vehicles.
Proper methods and techniques related to maintenance and repair of hydraulic systems.
Techniques for major repair of two and four-cycle engines.
Welding techniques, including gas, electric, ARC and wire feed.
Proper methods of storing equipment, materials and supplies.
Health and safety regulations.
Basic record-keeping techniques.
Proper lifting techniques.
ABILITY TO:
Maintain, diagnose, repair and adjust a variety of light and heavy power-driven grounds maintenance equipment and vehicles.
Operate hand and power tools and other equipment used in the repair of grounds maintenance equipment and vehicles.
Fabricate, weld and repair parts.
Understand and follow oral and written instructions.
Work cooperatively with others.
Maintain routine records.
Observe health and safety regulations.
Report to work every scheduled workday.
Supplemental Information
EDUCATION AND EXPERIENCE:
Any combination equivalent to: graduation from high school supplemented by course work in combustion engines and mechanical repair and two years increasingly responsible experience in maintenance and repair of grounds maintenance equipment.
LICENSES AND OTHER REQUIREMENTS:
Valid California Class B driver's license (must be obtained within 12 months of employment)
WORKING CONDITIONS:
ENVIRONMENT:
Vehicle and equipment repair shop environment.
Subject to noise from equipment operation.
Driving a vehicle to conduct work.
Emergency call out.
PHYSICAL DEMANDS:
Dexterity of hands and fingers to operate tools and equipment.
Reaching overhead, above the shoulders and horizontally.
Bending at the waist, kneeling or crouching to perform repair and maintenance tasks.
Lifting, carrying, pushing or pulling heavy objects as assigned by the position.

HAZARDS:
Exposure to chemical fumes and vapors such as gasoline and diesel fuel.
Working around and with machinery having moving parts.
Working in a cramped or restrictive work chamber.
Working at heights.
RETIREMENT PLAN: This position is covered under the California Public Employees' Retirement System. The following plans are applicable: 2.7@ 55 (existing City of Manteca employee hired full time prior to June 1, 2012), 2% @ 60 for legacy employees, and 2 @ 62 for employees who meet the PEPRA definition of CalPERS. An existing classic member shall contribute 8% towards the cost of retirement benefits. Classic tier 2 members of CalPERS will contribute 7% towards the cost of retirement benefits. PEPRA members will pay 50% of the normal cost of their retirement plan as determined annually by CalPERS.
DEFERRED COMPENSATION: The City contributes 5% towards a Deferred Compensation Plan. Employees may contribute additional pay to this plan on a voluntary basis.
HOLIDAYS: 12 paid holidays and 3 Floating Holidays each fiscal year.
VACATION: 1 - 48 months of full & continuous service 6.667 hours per month; 49 - 96 mos. of full & continuous service 10 hours per month; 97 -144 mos. of full and continuous service 12.666 hours per month; 145 month of full & continuous service 15.333 hours per month.
The maximum vacation accrual limit shall be 3 times the annual accrual rate with no cash out provision.
SICK LEAVE: Each employee earns one day of sick leave for each month of service with no limit on accumulation.
WELLNESS LEAVE: Each employee receives 83.20 hours of wellness leave each fiscal year for use during that fiscal year with no rollover. There is a cash out option. Employees hired after July 1 will receive a prorated amount after 6 months of employment.
BENEFITS: Employees receive medical, dental, life, and vision insurance. Dependent coverage for health insurance is available. The cost varies depending upon the plan chosen.
If a Member chooses to decline health insurance coverage, the City will contribute $600
to the Member's deferred compensation account or cash in lieu of deferred compensation
each month.
City paid premiums for dental, vision and life insurance.
EDUCATION INCENTIVE PAY: 2.5% For Bachelor's Degree.
CERTIFICATION PAY: 2.5% for Water or Wastewater certification for the next highest-grade certificate. 2.5% for Certified Playground Safety Inspector. All certifications capped at 5%.
UNIFORM ALLOWANCE: $300 per fiscal year for steel toe boots.
